The Utilities Asset Management Planner-Scheduler is a professional, technical position that provides high-level technical support and administrative services for the CityWorks asset management platform for water, wastewater and reclaimed water plants and systems. This position is responsible for the effective execution of all maintenance work control processes. Performing in a support role to the forepersons and chief plant operators, incumbents are required to develop a safe, effective and efficient work control plan through proper planning and scheduling of work for various crafts including water and wastewater field staff, electric, mechanical support staff, plant operations, SCADA staff and other work groups within the Utilities Operations. The Utilities Asset Management Planner-Scheduler is expected to monitor the technical performance of CityWorks and make any necessary adjustments to ensure that the best-in-class standardized usage practices are followed. Work will be performed in accordance with established policies, procedures, and technical guidelines, and is reviewed by supervisors through conferences, reports, and results obtained. Operating Hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, Laotian and/or American Sign Language (ASL).

- To ensure that work is safe, effective and efficient in all aspects, incumbents must plan and schedule work for water and wastewater field staff, electric, mechanical support staff (including a few plant operators), SCADA staff members or other work groups within the Utilities Operations Department. This includes scheduling maintenance activities as well as providing technical assistance to supervisors who are responsible for overseeing infrastructure projects.
- Monitor and adjust CityWorks' technical operations to ensure that the best-in-class standardized usage practices are followed. This is done only through monitoring.
Educational attainment, professional experience, competency, certifications, and formal training.
Required:
- Accreditated college or university courses in the maintenance trade or a related field are required to earn an associate's degree or higher.
- A minimum of three (3) years experience in utilities, water, or wastewater field operations is required.
- Evidence of prior planning and scheduling experience in related fields such as mechanical, electrical, water/wastewater operations, engineering support, or construction maintenance program.
- Experience using CityWorks or similar software as a work order system for preventative maintenance, and one (1) year of experience.
- In order to continue working, one must have a driver's license, proof of safety and assurance, and, preferably, be screened for drugs and alcohol.
- Students who hold a degree in engineering, construction management, or industrial technology can take courses through an accredited college or university. For example, students who hold specialized degrees in engineering, architecture, or business can take courses in these areas.
- CPR/first aid knowledge
- A minimum of three years of experience in planning or scheduling, preferably in a municipal utility or similar field. Additionally, applicants must have a minimum of two years experience in planning and/or scheduling.
Physical Requirements
Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Regularly sitting down to carry out daily tasks; occasionally navigating through a multilevel facility to obtain information; frequently standing and sometimes even walking for extended periods.
- Consistently squat, lift and turn to file documents and lift supplies and material; also bending and kneeling occasionally, climbing up, reaching for the ground, balancing and reaching below the shoulder to store documents, material and supplies. Alternate positions are available in yoga classes.
- Unrelenting use of light handing, fine tuning, and handling to carry out daily responsibilities; occasional firm grip to safely operate machinery'.
- The task of moving material and supplies involves regular lifting, carrying, pushing/pulling, and lifting up to ten (10) pounds, while dollies and cars can move as much as 25 pounds with minimal effort.
WORKING CONDITIONS
Work is constantly performed indoors and is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
Required Materials and Equipment
Computer terminal, keyboard, typewriter, printer, telephone, fax machine, photocopy machine, calculator, files, paper shredder, scanner, and other standard office equipment. May use blue-print machines and other supplies and machines to prepare graphic presentations. May be required to use personal vehicle or City vehicle for deliveries to county and other municipal offices.

The City of Westminster does not participate in the Social Security system. In lieu of social security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:
Employee Mandatory Contribution: 11% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 11.25% of your base pay.
