Definition

These positions coordinate the hiring process to ensure all applicable Civil Service Commission and collective bargaining unit rules, regulations and internal procedures are followed, including recruiting applicants to fill existing and potential vacancies by canvassing certified and eligible competitive lists or posting job ads; and helping applicants with concerns about the city's hiring processes. This position will also be responsible for filling vacancies through interviews as part of a panel and making recommendations for hire.

Under direction, is responsible for performing fully skilled professional human resources work for a department or division; performs related duties as required.

  • Develops and implements plans and strategies for recruiting better qualified and more diverse applicants;
  • Participates in discussions related to the organization of new units and reorganization of existing units, like __, [edit]

  • Coordinates or oversees the hiring/appointment process to ensure all applicable rules, regulations and procedures are followed; identifies any pre-employment issues; makes recommendations as to whether or not to proceed with employment decisions. _
  • Reviews proposed policy to assess impact on human resources programs or functions, _.'
  • Processes the processing of personnel transactions, ensures payroll is administered in accord with applicable labor contracts and employment agreements, maintains awareness of any changes relating to payroll; time-off accruals are administered. )

  • Writes and/or prepares correspondence, reports, technical standards. Manuals, policies, procedures; scripts; papers, or documents; etc.
  • Police - Investigates complaints or issues brought forth by employees such as harassment, workplace violence, EEO complaints, etc. (Reviews)

Minimum Qualifications

A bachelor's degree and two (2) years of professional human resources experience in a human resource office, company, firm or department can be substituted for one year of the required experience. Substitution(s): A master's degree in a related field may be substituted.
