Full Description
An employee in the classification shall perform evaluation work involving the application of skilled technical knowledge and judgment in examining plans, blueprints, workmanship, and other specifications for conformity to legally established requirements as a Structural Plans Examiner (Residential). An employee is this classification works in an office reviewing a variety of blueprints, construction drawings, specifications, plans and permit applications, interacting directly with the public. Responsible for conducting field inspections to ensure compliance with approved plans, as assigned by the Director or Assistant Director. This position is supervised by a higher-level Administrator or designee.
Approves and/or disapproves proposed plans in accordance with codes and other regulatory requirements and discusses disapproved items with architects, engineers, contractors and/ or owner builders to obtain plan changes necessary for approval.
Assists in the inspection of new construction, remodeling, repairs and condemnation, for possession of permits and for conforming with the Building Codes as they relate to the structural discipline.
Interprets codes and ordinance requirements and assists other inspectors in preparing and presenting cases in court.
Responds to inquiries regarding procedures on walk-through or drop-off plan systems, code interpretation and building or structural design criteria.
Conducts field inspections; and enforces FEMA regulations, as they relate to the structural discipline.
Performs other related work as required.

Must have eight (8) years of structural design experience for construction projects of three (3) stories or less within the Florida Building Code/High Velocity Hurricane Zone (HVHZ). -
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment. NOTE:
Special requirements or exceptions may be necessary depending upon needs of the City; however, they must be in accordance with the requirement of Chapter 8 of the Miami-Dade County Code of Ordinances, Florida Building Code, and Florida Statutes.
Special Note : A certified Structural Plans Examiner (Residential) is an individual who has been delegated powers and duties by a Building Official or a Chief Structural Examiner to perform plan reviews of the Building Code - Residential and other applicable Codes and Standards for one- and two-family dwellings and townhouses not more than three stories in height. To be eligible for appointment as a certified Structural Plans Examiner (Residential), an individual shall not have less than two years of experience in the HVHZ or, in lieu of the HVHZ experience, has completed an eight-hour HVHZ training course approved by the Board of Rules and Appeals before certification, shall have been certified by the Board of Rules and Appeals, and shall be:
1) A Structural Plans Examiner certified pursuant to this section; or
2) A Florida licensed professional engineer who obtained licensure by examination in the civil category and who has practiced as a structural engineer for a period of not less than five years after licensure, to include two years' experience in the structural design of buildings.

- A state-licensed architect for structural engineering in Florida.

Prior to starting work, a Florida Commercial Driver's License (CDL) or higher is required and must be maintained throughout the entire work period. Additionally, valid CDLs are not required for driving under this license.

- A member of the National Association of Credential Evaluation Services (NACES), or...
- Member of the Association of International Credential Evaluators (AICE), or.
- A recognized Professional Organization

City residents are given a preference in selecting their area. Applicants who are City of Miami residents and new hires applying for classified positions will be given preference in interviewing bands as per APM-02, on the basis of two (2) documents presented along with the employment application and again at the interview time.
A utility invoice is presented within 60 days of the due date. (b)

The property tax statement must be filed within one year of the submission date.
A properly executed and enforceable lease agreement. C.
A homestead exemption must be within one year of the submission date. E.
The submission of the Motor Vehicle Registration must be done within 90 days. F.
Unless otherwise agreed upon, all school documents must be submitted and kept on file for 90 days.
A tax form H.W.2 (or 1099-INT) must be filed within one year of the submission date.
Residents of the City of Miami are given preference over those from another city within the same ranking range during the interview process. The decision is finalized on March 31, 2014.
Selection Preference: Selection preference within the same ranking band resulting from an interview process will be granted in the following order: 1) preference eligible veterans, 2) active City of Miami employees, 3) City of Miami residents, 4) all others.
