Description

Under limited supervision, Program Analyst III-Helms Specialist III primarily performs the more complex tasks to ensure proper management, compliance and evaluation of Housing and Urban Development (HUD) programs, specializing in programs designed to assist clients experiencing homelessness.

Examples of Duties

  • On a quantitative or qualitative basis, evaluate the effectiveness of program operations in meeting established goals and objectives.
  • Draft policy based on research and data analysis then present the draft policy to the stakeholders for input and buy in.
  • Review audits and investigation reports to determine appropriate changes or corrective actions required by sub recipients.
  • The assistance to federal, state and local government officials in developing proposals and preparing program plans and project application documents.
  • As directed and in conjunction with the City Department, perform and support grant application development.
  • Review, Analyze and Evaluate Grants and Assistance Applications.
  • Provide, process, issue and track grants and other assistance awards in conjunction with the Office of Grants Management as well as ensure and monitor compliance with all terms and conditions of reporting requirements.
  • The grant-related data and reports from the city departments, gather the electronic filing of that information into the centralized grant management system.
  • Monitor and analyze grantee financial and progress reports in accordance with the requirements of the grant award to ensure funds are properly spent.
  • Perform final review of completed awards, make appropriate adjustments or disallowances and process close-outs in a timely and compliant manner. Conduct post-award review and analysis to identify management, financial and administrative issues.
  • In the area of funding, special conditions and grant administration, testify before grant committees and other public forums with recommendations to provide expert technical advice.
  • Both private and public sectors in the United States are identifying promising and strategic grant opportunities. '
  • Collaborate and participate in the coordination of the bid process with other staff, contractors and vendors to ensure bids are received in a timely manner.
  • As a result of periodic audits, respond to HUD monitoring findings and provide support for agencies and departments in preparing for internal and external HUD audits. Recommend changes to management in response to audit results. Provide an internal record storage system providing ease of access.
  • As required, the department represents itself internally and with external partners as necessary.
  • Resolve difficult and sensitive citizen inquiries and complaints. '
  • Program Analyst II or below may review, revise or provide feedback on the work.

Minimum Qualifications

Qualifications (required):

  • Bachelor's degree from an accredited college or university, with major in social work and community development. Public policy and urban studies; economics; public administration; public policy/politics?
  • minimum of three years experience including project management-related activities, systematic review, analysis and evaluation of grants, and housing development or other related experiences. *

Equivalent combinations of education and experience may be substituted to meet the requirements of this position. '

Qualifications (preferred):
  • Two (2) years of experience in homeless services, preferably in Detroit.
  • Working with or for non-profit organizations with human service missions. Experience
