Brief Description
Job Summary
Under general direction and in compliance with standard operating procedures, Jenkins manages and coordinates the personnel and operations of established park areas, public plazas, cemeteries, ballfields, trails, playgrounds, campuses and neighborhoods. Conducts inspections of designated park sites, inspecting and assessing plants for insects, diseases and weed issues. Reviews necessary resources, recommends systems and procedures to implement projects. Establishes standards for acceptable levels of UXM.
Job Duties
Essential Functions

Supervise the daily operations and maintenance of Jenkins assigned parks, facilities, cemeteries, playgrounds, ballfields, water tap installation, basic park maintenance projects, trenches, soil samples, spraying. Assigned service to oversee this facility's condition. Make decisions pertaining to park facility's aesthetics, functionality, neighborhoods, streets & sidewalks?

- Parks & Amenities: Oversee grave interments for City cemeteries. Manage the inspection and auditing process of City playground equipment for compliance with National Safety Standards and assist in preparing playground specifications for the design and construction of new playgrounds.
- Downtown Districts: Plan and produce planting plans for annual flower design. Oversee the maintenance of the areas of the Central Business District (CBD) to maintain the integrity of the architectural design.
- Falls Park: Manage biannual flower design and installation. Oversee daily maintenance of the Liberty Bridge and Reedy River steambank.
- Unity Park: Manage the day-to-day operations of the splash pad. Oversee daily maintenance, including routine testing of water chemical levels to meet DHEC regulations and ensure a clean, safe environment for patrons.

Supervise staff : Provide management and leadership to meet the Department's mission and current and long-range goals, including meeting with staff daily to evaluate work assignments, priorities, projects and expectations. Provide policy guidance and interpretation. Work collaboratively with Deputy Director and Parks & Investments Administrator where performance is ensured safely. Revise and evaluate work products, methods and procedures for use by customers. Provide orientation, teaching and guidance to staff to ensure safe practices of services.

Supervise and inspect work performed by consultants, landscape architects and subcontractors for compliance with contract specifications. Contribute to and/or develop the scope of assigned projects, including work materials, plants, trenches, and necessary chemicals, and submit project requests to the Parks and Investments administrator and present approved project scope to key stakeholders.

Budget: Monitor divisional procurement procedures and approve expenditures in accordance with established guidelines. Ensure an adequate inventory of supplies and equipment, monitor Pipeline spending and communicate with Parks and Grounds administrator regarding spending & budget needs. Manage budgets associated with assigned projects. Assist in obtaining and obtaining grants.

Serve as Division Liaison: Work with outside agencies to provide support and oversight on citizen needs, requests, and complaints on project development and cooperative partnerships, including the local garden clubs and neighborhood associations. Create landscape designs consistent with the department's and community standards. Communicate with the Internal and External Regulatory Affairs' point of contact for special events and nonprofits. Contact and meet with homeowners' committees/boards.

Qualifications
Job Requirements

What is the high school diploma or equivalent?

Over four years of experience as a supervisor in the Parks & Recreation field, he has received several awards.

As a supervisor, you must include experience in ground maintenance or landscape management, or horticulture in a related field.

Within 6 months of hiring, you must have or obtain a South Carolina Non-Commercial Pesticide Applicator (Certified Organic and Turf Control) license.
-
Within 3 months of hiring, AED, First Aid and CPR certification were completed.

Based on assigned area/facilities, must have or obtain the following certifications:
-
- Within 12 months of hire, Unity Park will receive a DHEC certified pool operator.
Preferred Qualifications
-
Associate degree in horticulture, turf management or related field.

Aquatic Pest Control: South Carolina Non-Commercial pesticides license (Certified Agricultural Pesticides).

Certified Playground Safety Inspector.
Driver's License Requirements
- The driver's license is valid in South Carolina.

Various types of lawn mowers (e.g., zero turn weed remover, push mower, etc.), bed edger, weed eater, hedge trimmers, hand pruners, backhoe, front end loader, small track hoe, pick-up truck, sprayers and hand tools.

Utilize specialized software and systems to include mapping tools, work management toolkits and work automation apps.

With Microsoft Office, you can operate general office equipment to include a scanner, printer, copier, telephone, and smartphone.

Working Conditions
Primary Work Location: Office, vehicle, and outdoors.
Protective Equipment Required: Steel-toed boots, safety vest, earplugs,
leather gloves, safety glasses, hardhat, chainsaw chaps, chemical suit, dust
mask, protective clothes, and respirator.
Environmental/Health and Safety Factors:
Occasional exposure to unpleasant environmental conditions and hazards. Frequent exposure to mechanical and chemical hazards and - exposure to extreme temperatures and humidity.

Continuously requires fine dexterity, vision, hearing and talking.
