Core Responsibilities:
As a Comprehensive Health Planner II in the Policy Division, the policy planner will develop expertise on covered services as outlined by the Maine Care Benefits Manual (MBM) and support the OMS's recovery plan. They will work collaboratively with other OMs-staff to streamline, rationalize and improve Maine's reimbursement system to ensure rates are equitable and sufficiently sufficient to provide all Maine care members with access to needed, high value-based health care services.
The Policy Planner will:

Draft and propose new rules, working with various internal and external stakeholders.

Initiate formal Maine Carrier policy rulemaking through the MAPA process, including the proposed adoption of Maine Carrier rules. Incentivize public hearings as necessary and respond to proposed rules by public comment.

Evaluate and interpret assigned sections of MBM, including national standards and best practices. Compliance with applicable state and federal laws is required.

Evaluate ways to further OMS's goal of reducing costs, including a focus on support for evidence-based practices.

Working collaboratively with a wide variety of stakeholders, including internal staff, other state offices, providers, members and advocates.

In a critical and strategically directed way, think critically to address complex health policy issues and manage multiple priorities simultaneously.
The position works to create policy that is responsive to the needs of MaineCare members and providers, guided by best practice, data analysis and community input. The position requires effective communication, including strong analytical and writing skills, presentation skills, and the ability to work collaboratively with diverse groups and nonprofits.
Minimum Qualifications:
A Bachelor's degree in public health, health administration, or health science; or a related field; or public policy, government, law/political science, or social work; and three (3) years of professional experience in the planning, development, coordination, evaluation, and training of projects. Preference will be given to candidates with a comparable combination of education, certification, and experience.
Preferred experience includes:
- Health and Human Services: Experience with the Medicaid program, or knowledge of other health care programs serving low-income populations.
- What is your experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage?
- What is the knowledge of alternative payment models and value-based purchasing?
The background of well-qualified candidates must show the following competences:
1. Experience with policy and program analysis, development, and interpretation/implementation.
2. Knowledge about health care benefit programs (e.g., MaineCare, other state Medicaid or private insurance coverage) and relevant issues facing the health-care field and health-care consumers.
3. Strong problem solving and analytical skills are required.
4. Demonstrated writing, editing and proofreading skills, including the ability to simplify and summarize technical language and complex subject matter in a concise manner and in alignment with plain language principles. (Please provide a good writing sample)
5. The ability and motivation to effectively manage multiple long-term, short term projects with diverse stakeholder groups.

The Office of Maine Car Services (OMS) within DHHS administers the state's Medicaid program, which provides health insurance coverage for low-income families, adults and children so they can access the important health care services they need to be healthy and be a part of the community through work, caring for family, going to school, and more. OMS works collaboratively with other departments and the government, with Maine Car Members, providers, workers and other health-care consumers on statewide health-care improvement initiatives.
The Policy Division is responsible for the development of policies and programs that provide eligible Maine residents with access to comprehensive, affordable, and evidence-based health care services through formal rulemaking consistent with the MAPA.
