GENERAL DESCRIPTION:
The Wyoming Legislative Service (LSO), Research and Evaluation Division, is looking for curious and motivated critical thinkers interested in applying their analytical skills to public policy issues as research analysts.
The LSOR Research and Evaluation Division does non-partisan research on a wide variety of state government policy, programs, and legislative committees for legislative oversight and program evaluations. The division also serves as the primary staff office for the Management Audit Committee and conducts program reviews of publicly funded state agencies.
The LMSO offers an innovative and dynamic work environment, which culminated in the Legislature's annual legislative session. LMSO staff have the opportunity to become subject-matter experts while continuously learning from highly skilled professionals and other stakeholders in specific public policy areas.
ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not
intended to describe every function which may be performed at the job level.
- As requested by legislators and committees, conduct independent research and analysis of public policy issues.
- Produce objective, concise and clearly written research materials and reports.
- Joint committees of staff are the primary purpose of helping with research on issues and topics assigned to committees for interim study. Duties include in-state travel and participation in joint interdisciplinary committee meetings, presentation of research requested by the committee, assistance with meeting setup, livestreaming and tear down, and preparation or review of committee meeting minutes.
- During the legislative session, committees of the staff provide support with live-streamed meetings and record committee votes and amendments.
- Develop subject matter expertise to study issues, conduct research and write brief reports.
- Research and evaluate state agency operations, programs, and activities to determine whether agencies are operating effectively in accordance with legislative intent. This includes the development of original methodologies to answer the stated project objectives.
Qualifications
QUALIFICATIONS:
- Graduate degree or bachelor's degree with outstanding academic credentials in the fields of social sciences, public policy, health science, applied economics, law, government administration and related fields.
- interest in the legislative process and curiosity to learn.
- Strong research skills, including conducting basic research to develop comprehensive knowledge on a topic and original data-driven studies.
- Strong writing skills, including analysis of complex information and summarizing the information correctly, are important.

- Ability to conduct objective, nonpartisan research on potentially controversial topics.
- Ability to be professional and perform at a high level in a fast-paced, high-pressure environment.
PREFERRED QUALIFICATIONS :
- Graduate with coursework in applied research methods.
- 3+ years of work experience in public policy or legislative research. )
- In particular, understanding the legislative process of the Wyoming Legislature.
- Specializing in writing public policy topics.
- Skilled in qualitative and quantitative research methods.
- I specialize in open-source statistical software.
Necessary Special Requirements
POSITION DETAILS :
- The starting salary of a LMSO director is $80,000. The position's classification and commencement pay will be determined based on a successful applicant's qualifications and experience. ''
