Job Description

The city of Raleigh is seeking an Emergency Communications Analyst for the Department of Emergency Affairs, responsible for providing emergency 911 and fire communications, as well as non-emergency call taking and police and fire dispatch communications.

Duties and Responsibilities

  • Prepare and manage the allocated budget, including monitoring expenses. Analyzing spending trends, identifying required funding for planned initiatives, maintaining related financial records, and preparing financial reports.
  • Receive and respond to inquiries from citizens, program stakeholders or first responders regarding projects and overall emergency communications function. Provide research data and provide updates on the related information.
  • Schedule meetings, prepare agenda items and coordinate resources. Prepare meeting materials, attend meetings in advance of time, write minutes for the meeting and follow up on assigned action items.
  • Research and prepare for updates to procedures and policies, working with internal or external stakeholders in order to review and determine applicable changes.
  • Prepare, distribute and maintain contracts as required by city policy and procedures. Obtain City Council approval when necessary; route documents through system for final approvals if necessary.
  • Oversee project management activities related to ECC capital improvement projects and plan, manage and assist in managing project/initiative funding.
  • In the event of a planned or unplanned evacuation, monitor and maintain readiness for an emergency communications back-up center in the event. Ensure all operational infrastructure is in place and available.
  • Prepare plans, status updates and related reports related to special projects.
  • As a lead worker, you serve as a basis for assigning work and monitoring work completion. May supervise staff including performance evaluations, coordinating training with management, and implementing hiring, discipline and termination procedures.

Typical Qualifications

Education and Experience:
Bachelor's Degree in law enforcement, business or public administration, computer science or directly related field and one year of analysis experience involving computer-aided dispatch systems and emergency communications or directly related analytical work

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulations.

Licensing and Certifications:

  • Valid driver's license with a satisfactory driving record, or the ability to obtain one within 60 days of hire.
  • CPR certification
  • Certification as an Emergency Medical Technician (EMT) ****
  • The Emergency Broadcasting System (EFBS) certification is issued by the Federal Trade Commission.
  • Certification by the DCI/NCIC or the Division of Criminal Information (DCE) or the National Crime Information Center (NCIC)?
