Job Summary: Oversee the execution of merchandise selection and procurement for an assigned group of commodity departments.
Duties and Responsibilities:
The strategy manages to maintain profitability, marketing efforts and overall business performance while ensuring that the product mix meets and exceeds consumer expectations. If the General Merchandise Manager is no longer employed, he may assume the role of managing that department.
- He manages and oversees all associates in the assigned division who are responsible for performing various roles in purchasing and merchandising, including Buyers, Planners/Processes, Asst. Buyers, Merchandisers or Pricing Specialists.'
- To ensure that financial plans are met, the individual should evaluate the financial performance of each department (including sales, stock turn, gross margin dollars and gross percentage, and reports to Merchandise Planners) and work toward developing sales and inventory projections for assigned department(s).
- Works alongside Merchandise Planners to determine replenishment methods and assign departmental levels. Responsible for maintaining in-stock positions in warehouses and stores at prescribed levels while planning inventory availability.
- Conducts analysis and determination of merchandise requirements for designated departments. Collaborates with Merchandise Planners to devise and uphold open-purchase merchandise plans and replenishment programs to achieve financial objectives. Additionally,
- Organises meetings with store owners on a regular basis to assess business needs and offer input and assistance on technical matters. Maintains contact with commercial partners in the retail industry, manufacturers, and merchandise suppliers, as well as professional organizations and associations.
- Responsible for ensuring that the best possible cost, including freight, special discounts, rebates, etc., is taken into account to achieve financial plans.[]

- Create and execute marketing, advertising, and publicity plans.'
- Provides advisory services to stores, offering support in departments/categories related to sales, inventory, stock turn, and margin performance.
- Creates and teaches annual training classes whenever possible.'
- Provide guidance, training, and advancement to purchasing personnel.
- Working in conjunction with buyers to strengthen market relationships and gain insights into market trends, strengths & weaknesses.
- Gain insights into rivals' strengths, weaknesses, and tactics.
- Creates and executes measures to improve the Customer Satisfaction Index (CSI) and the Associate Satisfference Index (ASI).
- Manages and maintains relationships with division representatives of NEXCOM, field staff, and counterparts in the Army and Air Force Exchange Service, as well as at Coast Guard Headquarters, to discuss matters related to marketing. Additionally, they assist in developing system projects and objectives such as procurement and product development.
- Working within the overall supervision of the General Merchandise Manager. Operates independently within established policies. Employs prudent management to tackle unusual problems. Shares information with supervisor regarding policy and department operations. Work closely with the general manager on team matters.
- As needed, the individual creates reports and studies for various government agencies and committees; also works with others to plan, investigate, and produce content for trade industry journals or magazines; and contracts with vendors for reselling items and products as required. Additionally, the person creates and maintains records of all government activities, including but not limited to:

Requires a total of 9 years of experience as indicated below:
GENERAL EXPERIENCE: 3 years of experience which was gained in administrative, professional, technical, or other responsible work, which enabled the applicant to gain knowledge of retail merchandising and procurement practices; demonstrated skill in dealing with operating personnel and supervisory responsibilities; and the ability to analyze problems and recommend practical solutions using sound judgment.
A supplementary skill to be taught as a part of the education:
1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 years bachelor's degree for 3 years of general experience.
AND SPECIALIZED EXPERIENCE: 6 years of progressively responsible substantive experience, which provided background in:

>of inventory projections, Monitoring and maintenance of sales, inventory
> Levels and stock turns Review and analysis of sales, inventory and
