Full Description
The Director of Health Operations is responsible for ensuring that the basic elements of the Health Department are implemented in an efficient and effective manner. This position oversees the core infrastructure, including administrative, legislative, financial, and operational functions, which are essential to the department's community-focused work. Additionally, this position maintains highly productive teams that can support staff in their programmatic work across all service areas within the agency.

The Mayor and 13 City Council members from individual wards are elected for concurrent four-year terms. The annual budget is $1.2billion, with approximately 4,100 employees. Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
- Collaborate with the Commissioner of Health, the Deputy Commissioner and the Finance Department to manage the department's annual budget request process.
- Monitor and coordinate the collection and distribution of grant funds, which make up 60-80% of the department's budget each year, through the Contracts and Grants Management team.
- Assist in the signing of agreements, memos, and other formal documents as a signatory for the department's.
- Maintain compliance with state and federal financial reporting requirements and audits as required. Assistance is provided to meet these obligations.
- Ensure coordination with human resources to oversee the department's hiring and workforce strategy.
- oversee the departmental administrative support teams, as well as the permitting and licensing department which generates revenue.
- To ensure proper financial management and prepare for future changes, Accounting and Budget Analysts meet with their members monthly.
- Working with Property Services staff to create leases for external areas if required.
- Manage the department's legislative affairs and serve as the official spokesperson for the Council on proposed actions, resolutions, and ordinance changes.
- Organize the strategic planning process within the department and establish appropriate work groups.
- Oversee the implementation of compliance measures in fleet management, safety and security policy (HR), data practices, and legal requirements.
- Cooperation with the Deputy Commissioner of Public Health Initiatives and Operations to ensure that department-specific guidelines for maintaining public health accreditation are documented and reported. 3.
- The Deputy Commissioner of Public Health Initiatives, the Certification Coordinator, and the Assistant Commissioner are responsible for creating procedures and protocols to improve the departmental quality and performance management.'
- Handle reports and communicate effectively with state and federal grant/contract managers.
- Provide counsel to the department on behalf of external advocacy and professional organizations such as the Local Public Health Association.

Minimum Experience: Five years of related experience

- Sense the importance of managing individuals with distinct job functions and varying duties.
- Significant experience in managing a political stake and communicating with the executive branch, elected officials (including Alaskans), foreign policy makers, and citizens.
- Developed knowledge of confidential financial and strategic data.
- A high level of strategic thinking and planning is required to maintain the department's success.
- Experience and familiarity with implementing federal grant guidance.
- Understanding of government procurement procedures, budgeting and evaluation, human resource management, policy analysis and development, ethical principles for developing and implementing policies, employee performance monitoring, quality control, and health equity principles. All are welcome.
