The state of New Hampshire, Department of Health and Human Services, Bureau of Alcoholics and Drugs Administration, has a full time vacancy for a Program Specialist.

SUMMARY:

Supports the development of an effective statewide and community alcohol policy, addressing social determinants of health and incorporating culturally competent processes. Acts as a liaison between the Bureau of Drug and Alcohol Services and the communities it serves to increase its effectiveness and increase the effectiveness of services to address alcohol and drug misuse problems.

RESPONSIBILITIES:

Developing a community outreach and engagement system that helps communities to identify, evaluate and address Substance Misuse (SMA) concerns, including prevention, therapeutic interventions, treatment and support services.

The company develops, reviews, and modifies policy and procedures for program operations.

Provides consulting and technical support, and facilitates connections and resource allocation for community and regional systems coordination and development to improve SM health outcomes in NH communities.

Plans and monitors subordinate scope of services and benchmarks for community development initiatives, including compliance with uniformity standards and adherence to the tenets of European Union policy.

Provides guidance, technical assistance and facilitation of processes that engage the service and systems provider community and regional providers to engage in service planning, develop evaluation systems and explore avenues for sustainable SM service delivery.

Identifies and coordinates with other state, local or community development projects through research. Outreach and teamwork with key individuals in the field.

Analyzes, researches and develops recommendations. Policies & procedures; provides organizational support; guides new initiatives in the treatment of substance use disorders; and provides technical assistance for new implementations.

Cooperates with state and federal officials to develop rules, standards of development and meet the requirements governing the agency programs.

Initiates, assembles and presents project status reports to state government, bureau, and governmental department. State officials, federal government heads and other officials to verify the progress of initiatives, improve program objectives and assist them in making decisions.

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with a major in community organizing, public policy, government, planning, social work, psychology, education and a human services field. Each additional year of approved formal education may be substituted for one year of required work experience.

4 years of experience in health care or social services, preferably related to alcohol and drug misuse, with responsibility for community service delivery, program implementation, direct service development, planning or evaluation. Each additional year of work experience may be substituted for one year of approved formal education.

Education: Bachelor's degree from a recognized college or university with a major in community organizing, public policy, government, planning, social work, psychology, education or a human services field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: 5 years of professional or paraprofessional experience in health care or social services, preferably related to alcohol and drug use, with responsibility for community stabilization and development, program implementation, direct service delivery, planning or evaluation. Each additional year of work experience may be substituted for one year of approved formal education.

Licensed driver's license and access to transportation: valid driver's permit for use in statewide travel.
