Your Role As A C h ildren and Familie s Program Director
The Children and Families Program (C&F PD) is responsible for managing contracts and overseeing statewide preventative and intervention services for children and families. This includes coordinating with the Systems and Fiscal Division to ensure services comply with contract regulations, obtain appropriate training, and address the urgent needs of families and children in crisis. The C&F Program Directors will also work with an IT department at the California Center for Disease Control and Prevention (CCCDC) to provide a comprehensive range of clinical consultation and support services across the state.

A qualified individual should have a strong background in child protection, clinical experience, family program oversight (such as early childhood interventions, community-based intensive care, intensive family preservation services, and parenting services), prior experience in administering procurement contracts for child welfare services like hearing, eye health clinics, good communication skills, effective facilitation and collaborative skills. This class is responsible for directing administrative support and/or program services within the Department of Children and Families' area office or other significant programs across the state. Additionally, this class is accountable for directing the administrative support of programs and services within the Children's Bureau of the California Department of Education.

EXAMPLES OF DUTIES

Can you provide information on the minimum qualifications needed, including general experience?

A career spanning nine (9) years in child welfare programs, children's protective services and care homes, foster services, adoption and social and human services.

Can I only specify my experience without qualifications? What are the prerequisites for this to happen?

The General Experience must consist of two years of work experience that includes planning, developing, implementing, or supervising administrative or program services in child welfare, children's protection, mental health, and juvenile justice. Additionally, one year of managerial or supervisory experience is required.

NOTE: For state employees this experience is interpreted at the level of a Children and Families Program Supervisor.

Applicants must satisfy one of the following criteria: 1.

  • To earn a Bachelor's degree, one must have fifteen (15) semester hours of college education. This amount can last for up to four (4) years and one-half (1/2) year of experience.
  • The General Experience can be renewed with a master's degree or an advanced degree in behavioral sciences, public administration, education, social work, or corresponding fields. However; only one year of extension is allowed per year.

NOTE: Closely related fields are child welfare, applied sociology, social and/or human services, clinical psychology, child development, criminal justice, counseling, human development and family relations, human service, marriage and family therapy.

PREFERRED QUALIFICATIONS

  • Experience with contract maintenance related to child welfare programs/services.?
  • Knowledge of developing and managing budgets.
  • Experience in policy development
  • The competency in drafting and issuing RFPs, including the entire RFP procedure.'
