This position is an incredible opportunity to lead a talented multi-disciplinary team seeking context sensitive solutions in creating multi-model improvements city-wide. You are a creative leader working collaboratively with a variety of stakeholders both internally and with private sector developers and citizen activists and groups to guide public improvements that meet the needs of Portland’s vision of a safe, healthy, and supportive environment. What you’ll get to do:
- Supervise the work of staff who provide information to the public about zoning and land use regulations, review building permit and land use review applications for compliance with applicable land use laws and regulations.
- Advise professional associates in interpreting land use regulations and how the regulations should be applied in specific situations.
- Establish performance requirements and evaluates staff performance.
- Provide leadership and works with staff to create a high-performance, service-oriented work environment that supports the City's and bureau's missions, objectives, and service expectations.
- Utilize skill in creatively solving problems and working to achieve solutions with a variety of stakeholders including internal customers, community groups, developers, politicians, and the media, while maintaining effective working relationships with all parties.
- Work to improve service delivery to all customers, including underserved populations, communities of color, and differently abled communities.
- Lead Transportation System Plan updates and implementation.
- Develop innovative transportation policies to advance achievement of adopted city goals, such as City Mobility policies.
- Participate in updates to regional plans such as the Regional Transportation Plan.
- Review and advise on regional, state, and federal bills, policies, and plans.

Work Location
Applicants must meet each of the following minimum qualifications. Describe in their cover letter and résumé how their education, training and/or experience, meets each of the following minimum qualifications:
Knowledge of transportation, land use, urban planning practices and current trends.- Experience preparing and interpreting transportation planning documents, codes, regulations and/or technical transportation infrastructure materials.
- Experience planning, assigning, supervising and/or coordinating the work of professional and technical subordinates engaged in transportation planning or related activities.
- Ability to interact effectively, engage in problem solving and team building, and partner with citizens, community groups, and contractors.
- Ability to communicate complex technical matters to non-technical individuals, including agency leadership and policy makers.
- Ability to supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
