Job Summary


This position is temporary with an anticipated end date of 9/15/2026.

This position is responsible for leading the development of new and administration of existing MPCA Wastewater, Stormwater, and Community Resilience Grants in collaboration with the other Grants Specialist in the Climate Unit. It also includes collaboration with leadership across the division and agency to establish joint priorities and program goals and objectives that will further a new grant program to help local and tribal governments assess vulnerabilities and develop and implement plans and projects to enhance stormwater and wastewater infrastructure and community resilience for the changing climate. The position is responsible for making recommendations in support of the continuous improvement of the program.

Qualifications

Minimum Qualifications

Bachelor’s degree in a scientific or environmental area and two years of professional experience that includes experience working in environmental protection, water resources, impacts from climate change, public policy, or urban planning.

OR

Three years of professional experience working in environmental protection, water resources, impacts from climate change, public policy, or urban planning.

Project management or grants management experience handling multiple tasks and deadlines.

Experience communicating and collaborating with others in a work environment.

Problem solving, planning, organizational, and computer skills.

Preferred Qualifications

Advanced degree in a field of study related to environmental protection, water resources, climate change, public policy, or urban planning.

Strong understanding of climate change impacts, adaptation, and community resilience as relates to water resources and community planning.

Knowledge and experience with:

Developing, implementing and administering grant programs and RFPs,

Coordinating and outreach with administrative functions such as contracts, fiscal, business support and communications,

Collaboration with state agencies, local governments, nonprofits, community groups, and other stakeholders Database input and management,

Work plan and budget development and management,

Presentations and public speaking,

Conducting site visits,

Understanding of environmental programs administered by federal, state and local governments Knowledge of state laws, policies, goals, rules, and other assistance programs.

Physical Requirements

Requires occasionally moving such articles as file boxes and heavy hand tools or heavier materials with help from others and/or moving light objects frequently. A job in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
