The State of New Hampshire, Department of Health and Human Services, Division of Finance and Procurement has a full time vacancy for Fiscal Specialist Trainee-I.

SUMMARY:

FISCAL SPECIALIST TRAINEE

Performs specialized duties in the fiscal management of children’s cases who are in the care and custody of DCYF or DJJS. The DCYF Fiscal Specialist ensures that all potential sources of federal reimbursement are secured and ensures that payment for services are from the correct fund code accounts. Takes appropriate measures to reduce expenses to state and county by accessing all potential federal funding sources and by the utilization of children/family’s private medical insurance. Ensures timely payment to providers of court ordered services for children and families. Processes all authorizations for services in NH Bridges and MMIS systems. Upholds the vision and mission of the agency through utilizing the Practice Model theories, beliefs and principles in daily practice.

Performs specialized duties in the fiscal management of children’s cases who are in the care and custody of DCYF or DJJS. The Fiscal Specialist ensures that all potential sources of federal reimbursement are secured and ensures that payment for services are from the correct fund code accounts. Takes appropriate measures to reduce expenses to state and county by accessing all potential federal funding sources and by the utilization of children/family’s private medical insurance. Ensures timely payment to providers of court ordered services for children and families. Processes all authorizations for services in NH Bridges and MMIS systems. Upholds the vision and mission of the agency through utilizing the Practice Model theories, beliefs and principles in daily practice.

RESPONSIBILITIES:

FISCAL SPECIALIST TRAINEE

Determines eligibility for Title IV-E, Title IV-A, and Title XIX federal programs. Apply complex and changing federal and state policy to ensure consistent and accurate application of rules and regulations. Collects accurate information from Child Protective Service Worker, Juvenile Probation and Parole Offices or other knowledgeable persons/agencies to determine IV-E, Medicaid and IV-A eligibility of family/child. Refers the child/family to other potential state/federal programs for which the child/family may be entitled to receive.

Interviews parents at for Title IV-E, IV-A Emergency Assistance, and Medicaid. Explains “Reimbursements for Placements and Services” policy and responsibilities to parents for services provided to the child. Collects relevant household financial information and private medical insurance information.

Reviews child and family’s financial circumstances to determine potential eligibility for SSA/SSI benefits for children. For children residing out of the home, gathers, and evaluated documentation for SSA/SSI and makes application for the benefits on behalf of the child. For children residing in their homes, screen for potential SSA/SSI eligibility and advises the family to apply for benefits if potentially eligible.

For children in placement, the Fiscal Specialist redirects financial income received by the child, such as child support, SSA and/or SSI benefits, etc. into the child’s individual account within the Children’s Revolving Fund to reimburse federal, state and county funding sources as appropriate. In the event of disbursement of funds from the child’s individual Revolving Fund account, the Fiscal Specialist ensures that the required forms are completed and receipts are obtained and retained in the child’s eligibility file.

Acts as a liaison for the exchange of financial information between the Social Security Administration and the Office of Child Support for children/families receiving services from DCYF that will result in revenue enhancement.

Ensures parents are informed to contact their private medical insurance to cover the cost of court ordered services to their child/children and/or family. Shares private insurance information with Foster Care Health Nurse and other entities as needed to ensure private funds are utilized prior to state or federal funds. .

Assists families whose children will remain in their own homes in the Medicaid application process. Maintains a central file within the district office that contains all financial for children/families receiving services while in their own homes

Subject to performance monitoring for accuracy in case processing and revenue enhancement and to ensure adherence to all federal and state policy and procedures relating to revenue enhancement.

Maintains, researches, verifies, and documents eligibility information necessary to comply with Federal Audit requirement. Maintains orderly and clearly documented case record of all actions taken and records all steps to determine eligibility. Documents case files to ensure timeliness and accuracy of eligibility information. Contacts collateral sources to verify and evaluate information, documents all collateral contacts for the case record.

Processes authorizations for services in the NH Bridges or the Medicaid management Information System (MMIS) in a timely manner. Proficient in New HEIGHTS eligibility system, NH Bridges, Medicaid Management Information Systems, Microsoft Office applications and other computer software programs as necessary.

Coordinates services with other agencies, public and private, in order to provide completeness and continuity of services for children in DCYF care.

Prepares/processes all necessary documentation for revenue enhancement projects.

Manually determines IVE and Medicaid eligibility prior to entering the information on New Heights. Completes all required checklists and forms to ensure compliance with Federal and State requirements.

Complies with new procedures and processes due to changes in federal and/or state regulations.

Timely completion of time studies of daily tasks is required for the random moment sampling process.

May require travel to and work in district offices other than the assigned district office when the fiscal workload requires.

Experience: One year's experience in interviewing, examining records or forms, customer service, or in a related position requiring explaining rules and regulations, and /or attention to detail. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must be eligible to hold a valid driver’s license and/or have access to transportation for statewide travel.

SPECIAL REQUIREMENTS: In-State travel is required to attend mandatory trainings and meetings and travel to other District Offices to assist with casework on an as-needed basis.
