This position is being recruited for in Anchorage, Fairbanks, Soldotna, and Juneau. Pay will be determined based on
location of selected individual.

What you will be doing:
The Department of Environmental Conservation (DEC) Contaminated Sites Program is looking to hire an Environmental Program Specialist (EPS) 4 position. This is a full-time permanent position being recruited statewide which can be stationed in Fairbanks, Juneau, Soldotna or Anchorage, Alaska. This advanced level project manager position, independently and with limited direction, regulates and monitors characterization and cleanup of oil and hazardous substance contaminated sites on Department of Defense (DOD) facilities and other assigned sites. The incumbent will assist the Defense State Memorandum of Agreement (DSMOA) Unit manager with budget planning and hiring and lead a team of two Environmental Program Specialists and contract support staff tasked with oversight of National Priorities List facilities and other complex sites located in interior Alaska. The incumbent will represent the department at public meetings and coordinate with the DOD in their community outreach efforts. Some of the sites assigned to this position or the positions supervised are in remote locations that may require travel and interface with remote communities.

The Contaminated Sites Program’s mission is to protect human health and the environment by identifying, overseeing, and conducting contaminated site cleanup throughout Alaska. We work with responsible parties and stakeholders with various backgrounds and interests including industry, tribes, federal government agencies, local communities, citizens groups, and others to ensure that sites are properly cleaned up in accordance with federal and state regulations. We currently track the cleanup activities on over 8,000 contaminated sites. Providing clear and accurate, information is crucial to allow community members to understand the contaminated site cleanup process and how it applies to sites that they are concerned about so they can provide appropriate input. In this position you will have to communicate both technical and non-technical information (both verbally and in writing) to a diverse range of people and provide regulatory oversight for multiple contaminated sites you will manage.

This position is part of a unit overseeing cleanup at Department of Defense owned sites (primarily military installations and Formerly Used Defense Sites). In this position there are many opportunities for training and personal growth. We offer many technical trainings within the program and encourage staff to attend other relevant in-person and virtual trainings to continue learning and development. We hold weekly section meetings; monthly program meetings and you will have an opportunity to participate in meetings with the contaminated sites management team every other month. You will have a direct impact on reducing risk to our communities through the work you do managing cleanup of contaminated sites. You will have a significant role in developing junior project managers under your supervision.

The working environment you can expect:
This position will be in Juneau, Fairbanks, Soldotna or Anchorage, based on the selected candidate. The work environment is friendly, professional, and collaborative. The Contaminated Sites Program maintains a positive team atmosphere both in-person and through group discussions on Microsoft Teams. Our staff are working a combination of in-person (in the office) and teleworking. This position is primarily an office job, however there are opportunities to travel for meetings, site inspections and training.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with the following competencies

  • Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Equivalent to those typically gained by:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience evaluating, documenting, and monitoring environmental and socio-economic impacts of changes in the built environment or applying environmental regulations and pollution controls for damage recovery or to protect or improve environmental quality.
