Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Drinking Water Compliance Officer for our Boise Regional Office.
Salary Range: $30.00–$33.00
Responsibilities:
Provide technical assistance to public drinking water system operators, administrators, municipalities, and the general public on implementing state and federal drinking water rules and regulations, including drinking water complaint response, sample result reviews, schedule assistance for current and future monitoring requirements, sampling procedures and/or locations, appropriate response actions to contaminant detections or maximum contaminant level exceedances, and explaining and interpreting the Idaho Rules for Public Drinking Water Systems and Safe Drinking Water Act.- Conduct regular sanitary survey inspections, including the site visit, photo log and summary report completion and submittal.
- Maintain the Safe Drinking Water Information System (SDWIS) database and other related electronic filing or maintenance programs: create and run queries to extract data; review and update monitoring schedules and system contact information; review and complete routine compliance reports and assign needed violations; enter and track sanitary surveys and public notification requirements; and routine quality assurance/quality control report review and resolution.
- Track and maintain all compliance issues including enforcement actions: prepare enforcement referrals for consent orders; prepare compliance agreement schedules or notices of violation; coordinate and attend preliminary compliance and enforcement meetings with public water systems; negotiate enforcement terms and timelines; track compliance with milestones of enforcement agreements; and provide guidance for enforcement issues.
- Review and resolve items on quarterly significant non-compliance reports for systems with multiple violations.
- Provide technical assistance under the contract between DEQ, Southwest District Health and Central District Health for sanitary survey inspections, monitoring schedules, waivers, enforcement, and other items in the contract agreement.
- Stay current on proposed federal drinking water rules and regulations and attend monthly program conference calls and in-services; drinking water training events; and participate in workgroups.
- Review, evaluate, and approve or deny drinking water monitoring waiver applications submitted by public water systems and assist water systems with monitoring waivers.
Required Minimum Specialty Qualifications:
DEQ 5705 - Have at least one year of experience performing data management activities such as database development and/or maintenance; data collection, analysis, research, and tracking; and developing tables, queries, forms, and reports.
DEQ 3137 – Have gained two (2) years of experience involving interpretation and application of federal and/or state environmental rules and at least one (1) year experience developing guidance and/or policies.
DEQ 3138 – Have a good knowledge of scientific principles and industrial, municipal, and/or private processes that has been gained through possession of a college degree in the Biological Sciences, Chemistry, Geology, Chemical, Civil or Environmental Engineering, Environmental Science, Environmental Education or a closely related field; AND one (1) years of full‐time work experience conducting industrial/commercial, municipal, and/or private system inspections, including determining facility compliance with rules, statutes, and permits; conducting on‐site educational activities; and investigating citizen complaints as a major function of the job; OR possession of an unrelated degree or a combination of education and experience equivalent to a four year undergraduate degree; AND four (4) years of full time experience as described above.
Physical Requirements:
- Ability to sit and wok on a computer for 2-4 hours at a time.
- Ability to reach and bend for filing purposes.
- Some periods of heavy reading and typing required.
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required.
- Ability to climb ladders, staircases, work on uneven terrain.
- Ability to lift and carry up to 30 pounds over rough terrain.
- Ability to lift and carry up to 50 pounds over rough terrain.
- Ability to work in adverse or inclement weather.
- Ability to work in extreme hot or cold temperatures both outside and inside.
- Ability to work on elevated instrument platforms, ladders, etc.
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
- Occasional travel required.
- May work in the vicinity of loud noise.
- May be required to travel and stay overnight in remote areas.
- Eyesight needs to be 20/20 (as corrected) to observe field compliance.
