Minimum qualifications:

  • Bachelor's degree from an accredited institution in a field of study related to the work assignment.
  • Two (2) years of professional experience in any business, project management, or legal field

Responsibilities:

  • This position is the lead in active development of contract management timelines and deadlines. This includes but is not limited to monitoring the contract routing process (both internal and external, including State Contract Management Database entry, review, tracking and correspondence). This position analyzes current procedures and designs and implements efficiencies to ensure that all BHA contract administration documents are processed and completed within stipulated time frames to meet departmental deadlines.
  • This position independently develops contracts associated with grants/programs. When independently developing contracts, this position is responsible for identifying and outreaching to internal and external contract administration stakeholders, negotiating contract terms and budgets, facilitating contract administration meetings, and based upon this information, develops various contract and purchase order documents with internal and external entities. This includes drafting language to include original State and private entity contracts, inter/intra agency contracts, amendments, the statement of work, funding letters, option letters, sole source justification, etc.
  • Reviews contracts for compliance with State statutes, Procurement rules/protocols, Departmental rules/protocols, State personnel rules and prepares any necessary documentation required for compliance.
  • Actively participates in Departmental, contractor and other stakeholder meetings regarding contract monitoring. Provides contract monitoring to include but not limited to written reports, data analysis, on-site monitoring visits, telephone/email information monitoring.

Job description:

This is a TERM-LIMITED position, which will conclude September 30, 2024.

This position of State Opioid Response Contracts Coordinator is primarily dedicated to contract and procurement development, management and monitoring for the Stimulant and Opioid Response grant. This position is responsible for fiscal administration and coordination.

This position reports to the Contracts & Procurement Manager and is a member of the Fiscal Team which collaborates closely with other Statewide Programs staff and leadership, regarding all procurement and contracting issues for the Behavioral Health Administration. This position is responsible for day-to-day contract and business management including accurate and timely preparation of various contract and procurement documents including: contracts, purchase orders, interagency agreements, and amendments. This position assists the Contracts & Procurement Manager with contract negotiation and the analysis of programmatic and financial data that is necessary for contract administration.

About the Behavioral Health Administration (BHA):

The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
