Job Summary

Under general direction and in compliance with standard operating procedures and policies, manages funds and compliance related to various federal, state, local and private grants received by the City including, but not limited to the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), HOME ARP (American Rescue Plan), Section 108, U.S. Housing and Urban Development (HUD), U.S. Environmental Protection Agency (EPA), and administers both HUD and Office of Management & Budget (OMB) Department's budgets and expenditures. Coordinates with Community Development (CD) staff to prepare and submit the one-year Annual Action Plan, the Consolidated Annual Performance and Evaluation Report (CAPER) and Consolidated Plan. Administers budgeting and expenditure of various federal and state grants to comply with federal, state and local requirements. Works with City Finance Department to ensure compliance with the City's financial policies and procedures. Prepares and submits required reports to the appropriate funding agency; administers the appropriate financial management program for each funding agency, (i.e., HUD's Integrated Disbursement and Information System (IDIS) and EPA's Automated Standard Application for Payment (ASAP) applications.) Manages and works with CD and other City staff to manage successful implementation of grant funding. Ensures organizations receiving funding from the City achieve performance goals. Prepares draft funding agreements, reviews requests for payment, conducts desk monitoring reviews throughout the year, manages grant close out and completion of reporting. Works with the City's Grants Coordinator to research funding opportunities at the local, state, and federal levels and prepare grant applications and proposals. Coordinates the implementation of CD rehabilitation programs including providing information to prospective program participants, working with homeowners throughout the rehabilitation process, and project close out. Manages sub-recipient activities. Supports neighborhood associations and community relations.



Job Duties

Essential Functions

% of Time

  • Administer Budgeting and Expenditure of Various Federal and State Grants:
    Administer budgeting and expenditure of various federal and state grants to comply with federal, state and local requirements. Reconcile City OMB and HUD financial processes including management and organization of funds, annual single audits and federal monitoring visits. Determine eligibility of activity funding using regulations established for the CDBG, HOME, Housing Opportunities for Persons with Aids (HOPWA) programs and other federal funding programs. Monitor timeliness of expenditure of HUD funding for CD division and its sub-recipients. Administer the appropriate financial management programs including HUD's IDIS and EPA's ASAP. Meet with grant recipients to monitor program performance for compliance with HUD regulations. Inspect construction sites for compliance with Davis Bacon Act regulations; review payroll and interview employees of contractors to ensure compliance with wage and hour regulations of the Act. Ensure compliance with various HUD regulations, including Fair Housing Act, Section 504, and Section 3.

  • Assist with Implementation of Community Development Program:
    Work with the Community Planner to complete the Annual Action Plan, the CAPER, and the 5-year Consolidated Plan. Manage the one-year Annual Action Plan process through facilitation and coordination of the annual competitive grant cycle; develop the Request for Proposals and public notices for funding of community development sub-grantees; support the Community Development Advisory Committee (CDAC) as a part of the Citizen Participation Plan; assist in including scheduling meetings, determining and coordinating meeting agendas and preparing meeting minutes. Forecast divisional revenue and expenditures.

  • Manage Sub-Recipient Activities:
    Work with organizations that receive CD funding for public service programs including drafting annual funding agreement, reviewing, and processing requests for payments, and monitor expense spending. Work with and provide technical assistance to sub-recipients to achieve performance outcomes for which funding is granted. Gather final numbers on sub-recipient activities in preparation of the CAPER in support of the Community Development Planner. Identify resources and ways to connect partner agencies to maximize program capacity and leverage funding.

  • Coordinate Residential Rehabilitation Programs:
    Coordinate the implementation of CD rehabilitation programs including providing information to prospective program participants, working with homeowners throughout the rehabilitation process, and project close out. Work with partner organizations to implement specific residential rehabilitation initiatives. Prepare legal documents. Oversee grant agreements with rehabilitation providers. Process and review invoices for rehabilitation work in coordination with Community Development Specialist. Maintain list of completed owner-occupied rehabilitations and deferred forgivable loans. Make recommendations to the Community Development Manager on improvements to programs and processes. Coordinate with Legal Department on satisfaction of loans and title searches. Conduct public outreach in coordination with CD staff and other necessary departments on rehabilitation program. Monitor compliance of partner organizations.

  • Coordinate Home Buyer Programs:
    Coordinate the implementation of home buyer programs with private developers and partner organizations. Process wire transfers at closing, forgivable loan paperwork, and requests for satisfactions and subordinations. Provide information to potential applicants and technical support for applications. Process applications and qualify income of applicants. Conduct public outreach in coordination with CD staff and other necessary departments on home buyer program information. Make recommendations to the Community Development Manager on improvements to programs and processes.

  • Support Neighborhood Associations and Community Relations:
    Attend monthly neighborhood association meetings to inform the public of housing and rehabilitation programs and other CD programs and projects. At the direction of the Community Development Manager, represent the division at community meetings, coalitions, and working groups.

Qualifications

Job Requirements

  • Bachelor’s degree in construction management, public administration, architecture, planning, real estate or related field.

  • Over two (2) years of experience working on the development of affordable and/or workforce housing opportunity programs.

Preferred Qualifications

  • Master's degree in construction management, public administration, architecture, planning, real estate or related field.

  • Experience with HUD-funded programs.

  • Any of the following certifications or licenses:
    • Home Builder license
    • General Contractor license
    • HUD Housing Counseling certification
    • Lead Paint Risk Assessor certification.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

  • Public speaking principles and practices, public contact, and community relations.

Ability to:

  • Understand and comply with all applicable rules, policies, and regulations.

  • Plan, implement, and manage the City’s CDBG and Lead Hazard Control programs, ensuring the City is compliant with all grant program requirements.

  • Act as City liaison for HUD programs and activities to other agencies, organizations, and the community.

  • Perform HUD environmental reviews.

  • Establish and maintain effective working relations with the general public, boards, commissions, public officials, partner agencies, other City officials and departments as well as coworkers.
