Assigned Geography: Alamosa ,Burlington, Fort Morgan, Yuma, La Junta, Lamar, Limon, Pueblo, Salida, Sterling, Trinidad, Monte Vista, Walsenburg.
To ensure every Colorado business has access to a skilled workforce and every Coloradan has access to meaningful employment, resulting in statewide economic vitality. This is accomplished by planning, budgeting and implementing the programs funded under the Workforce Investment Act (WIA), Wagner Peyser, Trade Adjustment Act (TAA), and grants in the CRWC. It provides employment services including labor exchange; and referral of applicants to job openings and placement assistance and addresses employability barriers, delivers quality candidate service to program candidates, businesses, and the community. The unit fosters partnerships with educational institutions and other community organizations to provide a network of support services to ensure Colorado has a qualified and relevant workforce.
This position exists to provide direction to workforce center staff within the Career Services teams of the Colorado Rural Workforce Consortium. Manage Career Services program operations within a defined geographical area, ensuring program compliance; provision of quality services; and expected program performance. In tandem with the Talent Development Managers will support, facilitate and coordinate the efforts of local committees, if applicable. Support assigned staff in fostering business-focused workforce partnerships, effectively preparing rural Coloradoans for the jobs of today and tomorrow by delivering a comprehensive array of employment and training services. Ensures compliance with applicable rules, regulations, SPPs and policies, establishing local policies based on existing guidance, as well as the provision of quality services and program performance as outlined. Has fiduciary co-responsibility for all consortium expenditures under WIOA, TAA, and grant programs, and writes program grants as needed.
This position exists to oversee and manage the implementation of career services programs under Wagner-Peyser and WIOA legislation. This position involves designing, developing, and coordinating comprehensive career services programs aimed at assisting individuals in achieving their employment and career goals. The Program Manager will work closely with program staff, government agencies, community organizations, and employers to ensure effective delivery of services and achievement of program objectives.

Education and Experience
Bachelor's degree from an accredited institution in a field of study such business, entrepreneurship & human resources, management or other major related to the work assignment.
AND
Four years of professional experience in an occupational field in managing Career Services program operations within a defined geographical area, ensuring program compliance; provision of quality services; and expected program performance. Experience in facilitate and coordinate the efforts of local committees and proficient in fostering business-focused workforce partnerships.

Conditions of Employment
