The Controller's office is the Colorado Department of Labor and Employment's central accounting and finance office. This office works to maintain a controller environment to properly record financial information for the Department including reporting, overseeing internal financial controls; ensuring compliance with various regulations; acting as the approval authority for journal entries, cash receipts, interagency transactions, appropriation and appropriation transfer transactions, and yearly allotments; and facilitating the annual Financial and Single Audit. The Finance Office provides internal support to the Divisions, Offices and Units within the Colorado Department of Labor and Employment, including Unemployment Insurance, Employment, and Training, including the Workforce Development Council and the Rural Consortium, Labor Standards and Statistics, Oil and Public Safety, Workers' Compensation, Vocational Rehabilitation and Family and Medical Leave Insurance (FAMLI). This also includes the Office of the Future of Work, the Just Transitions Office and the Office of New Americans. The Controller’s office is part of the Executive Director’s Office and is located in downtown Denver.

The Accountant III is a professional accounting position that typically has experience with design, structure, and maintenance/update of the accounting system used by a unit that is beyond the entry level. The type of responsibility found at the professional accountant level generally requires the application of more complex accounting theories, generally accepted accounting principles (GAAP), and standards (Financial Accounting Standards Board) usually
acquired through an accounting or finance degree. The Accountant III typically manages or leads accountants and/or staff who have basic to intermediate level accounting skills. The Accountant III has significant experience and knowledge with higher level rules and guidance within the constraints of statewide fiscal rules and accounting systems.
This position functions as the accounting manager for all aspects of payroll. Payroll, payroll taxes and benefit expenses impact other accounting functions (federal grants, cash grants, and procurement). The Position reviews financial documentation to verify accuracy and compliance to ensure that all transactions are recorded properly in accordance with GAAP (Generally Accepted Accounting Principles), applicable state statutes, State fiscal rules, Federal law, department and division regulations and policies.

This position acts as division liaison and special subject matter expert, provides accounting guidance on all payroll issues. Ensures timely communication and distribution to division management of changes and implementation of Fiscal Rules, Policies and Procedures. Interprets and applies GAAP accounting theory, State Fiscal Rules, State Polices, and Department Directives. Employee manages reporting requirements in assigned area, to meet specified reporting deadlines and compliance.

This position conducts research; recommends and implements changes and/or improvements to financial policies and procedures; assists in training for division staff; analyzes and interprets payroll expenditure information in order to advise and assist financial services and division and department management; develops and maintains reports to meet reporting financial and management requirements including department/division indirect recovery programs.

Responsibilities may include supervisory authority, including but not limited to, assigning tasks, monitoring work progress and workflow, reviewing accountant and accounting technician work products, reviewing & revising work standards as needed. Duties require effective communication with, department staff, division staff, other department personnel, federal entities and vendors in order to resolve various accounting issues.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Substitutions:

Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement.

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for year basis.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement.

Education and Experience:

Bachelor's degree from an accredited institution in accounting.
AND
Four years of professional accounting experience.

Preferred Qualifications:

  • Professional knowledge of general accounting practices and standards, including GAAP, GASB, State fiscal rules, State financial reporting, and State Auditor requirements.
  • Demonstrated proficiency with Microsoft Office software, specifically Excel.
  • Demonstrated experience working with CORE (Advantage).
  • Preference will be given to candidates with public-sector and/or government accounting experience
  • General ledger & reconciliation accounting experience
  • Performing duties similar to those assigned to the position as a classified State of Colorado employee.
  • Experience with federal grants, matching/reserve/MOE requirements, and Uniform guidance.
Competencies:
  • Financial department processes: Familiarity with the different processes, duties, jargon, role in an organization, and other specificities of the financial department within an organization. Understanding of financial statements, investments, disclosing policies, etc.
  • Accounting techniques: Experience with the techniques of recording and summarizing business and financial transactions and analyzing, verifying, and reporting the results.
  • Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Judgment and Decision Making: Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • The Governmental Accounting Standards Board (Generally Accepted Accounting Principles).
  • The Office of the State Controller (Colorado State Fiscal Rules, Fiscal Procedures Manual, Procurement Rules, Accounts Receivable Collection Rules, CORE Policies and Procedures, etc.).
  • Federal rules and regulations related to the administration of Federal grants, up to and including knowledge of the Federal Uniform Guidance.
  • Successful individual in this position will also have knowledge of the Legislature and/or Governor’s Office (Long Bill appropriations, Executive Orders, Colorado Revised Statutes), and CDLE specific policies and initiatives
