The purpose of this classification is to under general direction, plan, coordinate, direct and implement the operations and maintenance of the City’s water treatment plants and related facilities to ensure compliance with all applicable Federal and State regulations.
The following duties are normal for this classification. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Specific duties listed may not be required for all positions within this classification, but are determined by the normal requirements for the particular position.
Ensures staff are aware of and follow all City safety policies and procedures. Ensures on-job hazards are mitigated and staff have and are wearing the proper personal protective equipment. Consults with Safety Director to ensure proper safety training is provided to staff and when a question arises involving mitigating safety hazards.
Trained in the essential functions and serves as Chief Operator in his/her absence.
Supervises, directs, disciplines, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.
Supervises and assists in the operation, maintenance and repair of water treatment plant facilities/equipment and monitors water treatment operations/processes per established procedures to optimize efficiency.
Assists the Chief Operator in creating the schedule for annual operator demonstration of capability testing and bi-annual proficiency testing.
Assists in performing a variety of water treatment quality control tests to ensure compliance with federal and state regulations; makes adjustments; trains water treatment operations personnel as required.
Ensures and aids in required 24 hours of training required for licensee renewal, as set by ADEM, to ensure all operators are in compliance.
Makes daily inspection of plant and plant machinery; performs or supervises performance of necessary tests for control of plant operation
Uses independent judgment to review data that is taken from bench top and online instrumentation for accuracy and inputs the information into a water information management system for final review by the Chief Operator prior to submission of permanent record to ADEM.
Investigates and submits recommendations to the Chief Operator for corrective action in the event of erroneous data.
Maintains records and prepares periodic reports on the operation of the plant for use by the Chief Operator and department management.
Provides technical supervision and instruction to Water Treatment Plant Operators and Trainees.
Establishes work schedules, priorities, and assigns the work of water treatment plant operations staff.
Communicates all facts essential to the efficient operation of the water treatment plants and reports all operating problems or emergencies immediately to the Water Treatment Plant Chief Operator.
Receives reports, forms, diagrams, and maps; reviews, processes or forwards; maintains documentation for reference.
Responsible establishing a training program for new operators.
Benchmark and standardize methods and procedures used by the operators; create, establish and maintain standard operating procedures (SOPs); leads continuous process improvement activities.
Anticipates the scheduling needs of the water treatment plant and makes recommendations to Chief Operator to ensure coverage for routine and non-routine projects:
May be required to provide shift coverage for the operators.
Assists in requisitioning materials and maintaining inventory of supplies, chemicals and equipment.
Uses computer applications or other automated systems software in performing work assignments.
Responds to complaints/problems from employees, contractors, public officials, legal department, and the general public; handles complaint calls.
Responds to requests for information or assistance from employees, officials, and the general public.
Responds to water treatment emergencies.
Recommends policies and procedures that guide and support the provision of quality services by the Department.
Incorporates continuous quality improvement principles in day-to-day activities.
Must meet regular attendance requirements.
Must be able to maintain good interpersonal relationships with staff, co-workers, managers and citizens.
Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.
Performs other related duties as required.
High school diploma or GED required, with specialty training in Water Treatment, Biology, Chemistry, Mechanics or related field; three years of progressively responsible experience in civil engineering, water resources engineering, water treatment plant operations, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a Grade IV Water Treatment Plant Operator license. Must possess and maintain a valid driver’s license. This job classification is considered to be safety-sensitive and is subject to pre-employment and random drug screens.

PHYSICAL REQUIREMENTS: Must be able to operate variety of mechanical, electrical, diagnostic, plumbing and automated office equipment including meters, gauges, pumps, chemical feeders, dump truck, tractor, drill press, welder, shovel, mower, mechanic tools, carpenters' tools, plumbing tools, and electrical tools. Physical demand requirements are at levels of those for moderate to heavy work.
DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, blueprints, schematics, reference materials, procedural manuals, and operational manuals.
INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange civil engineering, mechanical, electrical, personnel, and water utility-related information, including giving/receiving assignments and/or directions to/from co-workers, assistants, managers, or supervisors as well as communicating with the general public.
LANGUAGE ABILITY: Requires ability to read a variety of civil engineering, mechanical, electrical and water utility-related documentation, directions, instructions, and methods and procedures. Requires the ability to write basic job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
INTELLIGENCE: Requires the ability to learn and understand relatively complex mechanical, technical, and water utility-related principles and techniques, to understand departmental policies and procedures, to make independent judgments in absence of supervision, and to acquire and be able to expound on knowledge of topics related to primary occupation.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.
NUMERICAL APTITUDE: Requires the ability to add and subtract totals, multiply and divide totals, determine percentages, determine time and weight, interpret statistical data, and utilize geometric and algebraic formulas.
FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment which may include testing kits and standard measuring devices.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using mechanics, electrical, plumbing and diagnostic equipment and to operate motor vehicles.
MANUAL DEXTERITY: Requires the ability to handle a variety of items, mechanic, electrical, plumbing and grounds maintenance equipment, control knobs, switches, meters, gauges, pumps, calibrator, dump truck, tractor, drill press, welder, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.
COLOR DIFFERENTIATION: Requires the ability to discern color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
