About Our Job
At the Department of Housing Stability (HOST), we are committed to support Denver residents as healthy, housed and connected. We invest resources, create policy, and partner with various organizations to help keep residents in the homes that they already live in, quickly resolve an experience of homelessness, and connect residents to new housing opportunities. To support these efforts, the department helps to:

Stabilize residents at risk of involuntary displacement and connect residents to housing resources such as home repairs, rent and utility assistance, and legal support. This work is led by our Homelessness Resolution and Housing Stability Division.

Support persons experiencing homelessness by connecting them to housing, shelter and other services to get stabilized quickly. This work is led by our Homelessness Resolution and Housing Stability Division.

Create and preserve existing affordable housing and connect residents at any income level to new housing opportunities through programs such as down payment assistance or counseling services. This work is led by our Housing Opportunity Division.

Support financial services, contracting and procurement, data analysis and strategic planning, administrative resources, and communications across the housing continuum. This work is led by our Operations Division.
The Unsheltered Homelessness Response Program Administrator is part of our Housing Stability and Homelessness Resolution Division. As part of the implementation of HOST’s vision of a healthy, housed and connected Denver, where race no longer predicts outcomes in homelessness or housing instability, the Unsheltered Homelessness Response Program Administrator will participate in our efforts to meaningfully address and reduce unsheltered homelessness in the City & County of Denver.
The HOST Strategic Plan outlines ambitious goals around addressing unsheltered homelessness, including:

The Unsheltered Homelessness Response Program Administrator will implement strategies and administer programming focused on wraparound services, shelter, and housing solutions to persons and families enduring unsheltered homelessness. The Program Administrator will focus on the unsheltered pillar’s goal around the execution of a successful Encampment Resolution program. This will include management of a consultant, assisting with the development of technical content and procurement processes for a partner to administer an Encampment Resolution Program, coordination of internal team members, as well as bringing in external partners when appropriate, executing collaborative meetings around the development and execution of this project, etc. This position may not be limited to just the encampment resolution project, but also incorporate outreach team coordination, data-driven solutions to unsheltered homelessness and

Additionally, as the Unsheltered Homelessness Response Program Administrator, you will:

Facilitate a collaborative, multi-agency effort to move people from the street into housing

Identify housing resources to support encampment resolution efforts
-
Center equity, by tracking data on housed outcomes by race, ethnicity, and gender identity – to ensure that outcomes to housing are equitable across subpopulations

Develop and coordinate strong inter-sector collaboration with both internal and external partners that have a touchpoint with people experiencing unsheltered homelessness
-
Advise and assist strategies to better deliver wraparound services for people in unsheltered homelessness including but not limited to transportation, health and hygiene services, harm reduction or treatment services, behavioral health support, etc.

Assist with the development and implementation of a coordinated plan to address unsheltered homelessness by helping people living encampments move into permanent housing

Work with HOST OneHome administrators and community partners to promote, assess, and improve point-of-entry approaches and housing outcomes to people experiencing unsheltered homelessness

Provide technical assistance and support on HOST contracts related to unsheltered homelessness response
About You
Our ideal Program Administrator will have some or all the following experience:
-
2-3+ years’ experience working directly with persons experiencing homelessness or living in public spaces
-
A strong commitment to public service along with experience working with and serving diverse and marginalized communities
-
A track record of adeptly navigating complex organizations, developing trust with senior leaders, and building relationships among diverse groups of stakeholders
-
Record of participation in collective and collaborative leadership on multi-department or multi-agency initiatives involving multiple goals and objectives
-
Bachelor’s degree in Cultural Studies, Anthropology, Applied Sociology, Human Services, Social Work, or other relevant field of study; Demonstrated fieldwork or practicum within or beyond course of study; or equivalent experience

Education: Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field

Experience: Three (3) years of professional or technical level experience organizing the administrative aspects of a program(s) or training program participants and/or volunteers

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education

Additional appropriate education may be substituted for the minimum experience requirements
