Full Description
This is a technical position within the Rochester Police Department. The work primarily involves collecting and preserving evidence for investigating and for prosecuting crimes such as burglaries, larcenies and homicides. Technicians are required to work outside of regular working hours as needed. Technicians work under the general supervision of a ranking officer in the Rochester Police Department and under the general supervision of the investigating police officer at the scene of a crime or accident. Technicians also do related work as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
- Photographs crime scenes: places of entry, items disturbed, footprints and bodies of victims;
- Examines crime scene for evidence and prints;
- Selects evidence for processing;
- Collects and preserves latent fingerprints and evidence from the scene of the crime;
- Fingerprints victims or others that were at crime scene;
- Recognizes latent prints of value, identifying distinguishing features;
- Compares latent prints with inked prints;
- Casts tire and footprints using such materials as plaster cast, mikrosil, and dental stone;
- Measures and diagrams crime scene; Interviews witness/victim to gather information about crime;
- Organizes and records locations and descriptions regarding photographs taken of crime scenes, motor vehicle accidents, suspicious deaths or injuries and of evidence and prints collected;
- Writes brief, factual reports;
- Documents reports and checks records for prior investigations;
- Testifies in court regarding evidence and prints taken from crime scene.
High school diploma or G.E.D., PLUS
A. An associate's or bachelor's degree from an accredited college or university in criminalistics, criminal justice, forensics, laboratory technology, or a related field; OR
B. An associate's or bachelor's degree from an accredited college or university; PLUS a job-related Certification in forensics, fingerprinting, laboratory technology, paralegal or other related field; OR
C. Three (3) years experience as an evidence technician for a certified Law Enforcement Agency.
SPECIAL REQUIREMENTS: Possession of a valid New York State Class D operator's license at time of appointment and throughout incumbency in the position. Satisfactory police records and background check.
