Full Description
The Director of the Office of Eligibility Policy oversees and directs the policies and programs associated with Medicaid and CHIP eligibility, Section 1115 Waivers, Medical Review Board, constituent services, and special projects, including the Buyout program, and related contracts. This role involves determining needs and objectives, goals, and priorities for the office; analyzing operational procedures for effectiveness; and establishing and implementing policies and procedures. Coordination with other offices, divisions, and external agencies is essential. The Director represents the state of Utah as an expert in matters related to Medicaid and CHIP eligibility and related policy matters. The Director is expected to provide recommendations for staff and budget revisions and will supervise a diverse team. Representation on inter-agency committees, task forces, and advisory committees, with local governments and the public sector, may be required.

- Develops and coordinates plans and policies, resources, and mission associated with Medicaid and CHIP eligibility, 1115 Waivers, Medical Review Board, and special projects as assigned.
- Oversees the Buyout program that purchases employer insurance when cost-effective for the state.
- Analyzes operational procedures for effectiveness, establishes and implements policies and procedures related to eligibility policy.
- Coordinates activities with other offices, divisions, and external agencies.
- Ensures compliance with applicable federal and/or state laws, regulations and/or agency rules, standards and guidelines.
- Manages office support functions with a commitment to fostering a culture of respect, inclusivity, and collaboration
- Prioritizes tasks to align with strategic objectives, and designs, implements, and refines office standards and procedures to not only improve workflow and streamline reporting procedures, but also to ensure that all team members feel heard, valued, and empowered to contribute their best work. Promotes open communication, regular feedback, and opportunities for professional development, driving staff engagement and performance.
- Represents the agency with federal, state, local governments, related agencies, the media, and/or with private organizations.
- Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary actions.
