The Idaho State Department of Agriculture is currently recruiting for a Financial Specialist, Sr. in the Administration Division located in the Boise office.
General Information:
General Information:
Incumbent uses their professional background to develop and maintain accounting systems, prepare complex financial documents, plan and review financial operations, and handle difficult or sensitive financial matters
Incumbent will analyze technical financial problems and provide professional assistance and advice concerning their solutions
This position requires a strong background in analyzing, researching, and maintaining financial data, developing financial documents, resolving system problems, and handling day-to-day accounting issues

Key Responsibilities:
Contract/ISDA Cost Share Grants Accountant (75%)
Prepare and/or review grant/contract applications and contracts for compliance with state and federal requirements, feasibility and legality of program design and cost effectiveness.
Develop and recommend program policies and procedures to conform to federal regulations and eligible criteria.
Develop proposals, operating plans, budgets, and program requirements.
Identify and collect cash and in-kind match.
Analyze reports to determine program progress, quality, and quantity of service and compliance with laws, standards, and guidelines.
Analyze ledgers to determine program progress in relation to budget, contract and compliance with laws, standards, and guidelines.
Monitor ledgers to compare expenditure rates, allowability and allocability to ensure services are provided in accordance with agreements.
Monitor expenditure reports to compare expenditure rates, allowability and allocability, service levels, and program outcomes to ensure services are provided in accordance with agreements.
Prepare, disseminate, and interpret financial reports and spreadsheets related to contract/project ledgers for internal division staff.
Submit financial reports to granting agencies.
Calculate and assess indirect cost recovery to granting agencies.
Ensure timely reimbursement from grantors.
Monitor grant/contract compliance by evaluating statistical data and identifying corrective action plans if necessary.
Review audit reports regarding grant findings or recommendations.
Provide training and technical assistance to recipients such as grant and contract negotiation, interpretation of regulations, rules, and policies.
Liaison between granting agency and department staff.
Prepare, disseminate, and interpret complex ad hoc financial reports and spreadsheets for Financial Officer, management and staff.
Resource to agency staff for grant/contract budgets and revenue/expense projections and actual data.
Provide training and technical assistance to internal division staff
Prepares working papers as needed.
Leases (10%)
Liaison between department staff and the Department of Administration Public Works Division.
Manages the leasing process.
Help to prepare, review, and route and leases internally, with DPW and with Lessors.
Follow up on submission and payment of invoices for leases.
Maintain and update all spreadsheets related to leasing.
Update and maintain a filing system for all Leases.
Track, Request and Maintain all Certificates of Insurance for each lease/Lessor as required in the Lease document.
Auditing (10%)
Determines compliance with accounting principles and standards, laws, regulations, policies and procedures.
Works with Legislative Auditors and prepares working papers as needed.
Other Duties as Assigned (5%)
Resource to agency staff for grant related budgets, revenue/expense, fund balance, and cash balance data.
Prepare closing packages for leases payable.
Special projects as needed to support the work of the Fiscal Division.
Cross-training (if need arises) to other fiscal positions and tasks will occur when competency in primary responsibility has been achieved.
Some key responsibilities may have changed with the implementation of the new SCO LUMA application system in June.

These qualifications are mandatory requirements:
Good knowledge of accounting principles and practices
Experience:
Developing and preparing financial documents
Using a personal computer to develop, analyze, and report on financial data
Analyzing financial activities and recommending management action
Desirable Areas:
These qualifications are not required; however, if you have the related background it may increase your score.
Experience researching and analyzing financial documents to ensure compliance with federal and state laws, regulations, and accounting principles
Experience conducting meetings to discuss financial related issues that have potential to be controversial, adversarial, or confidential in nature
Experience analyzing documents and preparing spreadsheets to track and report financial elements
Experience using email to communicate and explain conclusions based on financial reporting, analysis and tracking of data

Temporary appointments from this announcement, serving at least one thousand forty (1, 040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification and location as announced.
