The State of New Hampshire, Department of Health and Human Services, Bureau of Child Development and Head Start Collaboration has a full time vacancy for Program Specialist II.
SUMMARY:
Develop, promote and manage the Bureau of Child Development and Head Start Collaboration’s credentialing system, including the early childhood credential, the afterschool credential, the infant/toddler endorsement, the leadership endorsement and Early Head Start option, based on research/exemplary practice and the analysis of regulations and policy. Uphold the vision and mission of the department and division, with a focus on integration and/or coordination of the system with other relevant systems in NH. This position reports directly to the Assistant Bureau Chief, Bureau of Child Development and Head Start Collaboration.
RESPONSIBILITIES:
Researches professional registry and credential programs to make recommendations for planning and revisions to the NH Early Childhood Professional Development System (including the infant/toddler endorsement and Early Head Start option) and the NH Afterschool Professional Development System (including the leadership endorsement).
Coordinates with the Professional Development Program Specialist, and participates on advisory and work groups, and teams, including State, Bureau, contract and private stakeholders to develop, revise, advise and integrate and/or coordinate the NH Early Childhood Professional Development System, the NH Afterschool Professional Development System, and the NH Quality Recognition and Improvement System (QRIS) as needed.
Promotes the NH early childhood credential, the afterschool credential, the infant/toddler endorsement, leadership endorsement, and Early Head Start option to college students and professionals through multiple outreach methods, such as social media; contracts; and training, presentations and appearances at institutions of higher education, conferences, meetings, early childhood and afterschool programs and other appropriate venues.
Provides technical assistance to individuals applying for the early childhood credential, the afterschool credential, the infant/toddler endorsement, the leadership endorsement, and Early Head Start option to assist applicants to achieve their career goals utilizing the NH Connections Information System and the IT support system.
Composes and designs Bureau letters, forms, instructions, manuals and public awareness materials regarding the NH Early Childhood Professional Development System (including the infant/toddler endorsement and Early Head Start option), the NH Afterschool Professional Development System (including the leadership endorsement). and the QRIS
Utilizes the NH Connections Information System to manage and maintain the credentialing system as applicable, including processing credential and re-credentialing applications, Uses data and feedback from constituents for system improvement and provides regular reports to Bureau staff and management as requested.

Participates in planning, implementation and evaluation of the annual Celebration of Early Childhood Professionals; collaborates with afterschool organizations to plan, implement and evaluate the annual Celebration of Afterschool Professionals
Collaborates with the Professional Development Specialist to identify credentialed trainers for training events.
Participates on Bureau and division teams and/or work groups to integrate and/or coordinate the work of the Bureau with related programs, services and efforts as assigned.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with major study in early childhood education, child development or other related field, including 24 credits in coursework with early childhood content specific to ages birth to eight years and at least 3 credits of which must be in child growth and development. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years' professional or paraprofessional experience in the field of early childhood education or child development with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification:
Minimum of New Hampshire Early Childhood Master Professional Credential with Workshop Trainer and Individual Mentor endorsements, or eligible for this credential upon application within one year of hire. Eligibility for this credential requires a Bachelor’s degree or higher.
Valid driver's license and/or access to transportation for use in statewide travel.
PREFERRED QUALIFICATIONS:
Experience in managing data systems, and utilizing data for program improvement.
Proficient in Microsoft Office and web-based applications
