Position Summary
Lead and manage all aspects of the agency’s personal and professional credentialing functions, through oversight and responsibility for the operations of:
- Driver Education
- Passenger Vehicle and Motorcycle Road Test program,
- Commercial Motor Carrier Program (CDL)
- Driver License Policy, Procedures and Credential Issuance
Duties and Responsibilities
- Driver Education. This unit is responsible for the licensing and oversight of professional driving schools, their instructors, and the policies and regulations for the education, testing, and licensing of adult and junior Class D drivers and motorcycle riders. Specific responsibilities of the Assistant Registrar include:
- Supervision and performance direction of Manager of Driver Education.
- Create vision and goals for continuous safety educational improvements in driver’s education instruction
- Set goals for the minimum number and location of driving schools in Massachusetts to ensure equitable access to schools across Massachusetts
- Create key performance metrics for department performance and driving school performance and monitor performance. Ensure Manager of driver’s education is responding to changes in performance with actionable steps that improve performance
- Completion and implementation of Standard Operating Procedures
- Establish a management audit framework of the driver education credential process
- Implement internal controls to ensure compliance with professional driving school statutes and regulations
- Succession plan and strategy during attrition
- Ensuring proper and timely evaluation and determination of eligibility for issuance of business license to operate as a professional driving school under designated criteria
- Ensuring compliance with applicable regulations and statutes related to the issuance of license for professional driving schools
- Establishing a comprehensive audit process to ensure professional driving schools are in compliance with applicable regulations and statutes as well as supporting RMV public safety efforts
- Assessment and issuance of individual professional credentials to work as a professional driving school instructor.
- Directing regular assessment and advocacy for necessary changes to regulatory and legal criteria governing credentialing as a school or instructor.
- Promoting curriculum that reflects current laws and develops safe drivers.
- Serve on editorial review panel for updates to the Driver’s Manual.
- Passenger Vehicle and Motorcycle Road Test Program: This unit is responsible for administering passenger vehicle and motorcycle road test for the general public and professional driving schools in compliance with applicable statutes and regulation. Specific responsibilities of the Assistant Registrar include:
- Oversight management of Road Test Program to promote timely access to customers, road test examiner professionalism, applicability of tests to laws and regulations, curriculum, and ability to safely operate a motor vehicle
- Create a program structure that provides for equitable access to services without premium payments
- Ensuring staffing is maintained at levels needed to meet performance expectations- reducing wait for road test exams
- Succession planning and strategy during attrition
- Complete and implement updated Standard Operating Procedures
- Establish a management audit framework of the road test credential process
- Establish key performance metrics and monitor progress
- Benchmark with other motor vehicle departments to follow and implement best practices
- Maintain a strong rapport with NAGE
- Commercial Motor Carrier Licensing: This unit is responsible for the licensing and oversight of Commercial Driver Licensing programs, including compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations. Specific responsibilities of the Assistant Registrar include:
- Proper licensure and driver history reporting of drivers with credentials to operate commercial motor vehicles under the laws and regulations of FMCSA and of Massachusetts.
- Coordination with the Out of State Notifications Unit, Driver Control Unit, and the Merit Rating Board to ensure that convictions and related sanctions are properly applied to CDL driver records in a timely manner and in accordance with FMCSA and Massachusetts requirements.
- Coordinate with RMV Service Centers and other relevant departments to promote quality customer service in issuing professional CDL credentials – including identifying appropriate service transaction points, knowledgeable RMV staff, and consistent procedures.
- Liaison with commercial driving schools to promote effective curriculum consistent with federal and state laws.
- Coordinate with commercial driving schools and the Massachusetts State Police to schedule timely availability of commercial road tests and issuance of commercial license upon successful completion of testing.
- Engage in outreach and participation in relevant programming with external government and private organizations engaged in promoting safe operation and oversight of commercial transportation, such as AAMVA.
- Attend monthly CDL monitoring meetings with FMCSA
- Review and ensure compliance for the RMV’s annual performance review by the FMCSA
- Supervision and performance direction of Manager.
- Driver License Policy, Procedures, and credential issuance: This unit handles daily casework issues relating to the issuance, renewal, replacement, forfeiture of drivers licenses and identity credentials. Related duties for the Assistant Registrar include:
- Oversight of casework staff
- Completion and implantation of standard operating procedures for identity, permit testing, medical standards, and vision standards
- Serve as the Agency’s leading authority on license and identification policy, including implementation and compliance with federal REAL ID criteria.
- Serve as licensing/ID subject matter expert on numerous committees and special projects.
- Provide direction and contractor oversight for multi-year $32M License/ID card production contract. Supervise and provide liaison with contractor engaged in producing highly sensitive and secure License and ID cards. Aggressively ensure that contract terms are adhered to and that the highest quality print production is achieved to the benefit of the Commonwealth and all users of Massachusetts issued secure identity credentials.
- Serves as primary liaison to the Social Security Administration for matters concerning Social Security number verification and proper use there-of, including breach reporting and acts as lead contact for periodic SSA audits.
- Consults with Enforcement Services and Massachusetts State Police with administration of Facial Recognition program.

Minimum Entrance Requirements

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
