Help decision makers develop effective policies and programs to ensure the state's drinking water utilities deliver safe, reliable drinking water in a sustainable, affordable, and environmentally responsible manner as an Administrative Policy Advisor for the Public Service Commission of Wisconsin!

The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.

Position Summary


The Administrative Policy Advisor for the Division of Water Utility Regulation and Analysis is a critical component of the Division’s Core Management Team (CMT) and works under the general direction of the Division Administrator. The position regularly exercises discretion and independent judgement in matters of significance to the operations of the Division. The position monitors policies and trends in water utility issues, research and tracks impacts of key utility policies, researches and tracks legislative developments, helps develop key policy direction for the Division, and assists in the Division's public and stakeholder communication efforts. The position is responsible for creating useful tools, presentations, and materials that will help expand Commission, utility, and public understanding of complex water utility and regulatory issues. The position works to implement new policies and divisional initiatives. Under the general direction of the Division Administrator, this position advises the Commission’s Office on optimal policy directions for water utility regulation, economic development, and utility customer service in Wisconsin.

Salary Information


This position is in schedule-range (81-03) with an annual salary of $70,720-$86,902, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications


Qualified applicants will have experience with all the following:

  • Experience communicating complex information to internal and external stakeholders
  • Experience using quantitative and qualitative tools and techniques to conduct analysis of policies, processes, procedures, programs, etc.
  • Experience analyzing complex administrative policies and/or legislative proposals to determine their effect on programs
  • Experience providing education and outreach on technical issues to regulated entities or stakeholders

In addition to having all the above, well qualified applicants will have experience with one or more of the following:

  • Training or experience in public administration principles and processes, including strategic planning principles and methods
  • Experience evaluating and solving complex and controversial governmental issue. (Issues may include those that require expertise and input from multiple disciplines, those that involve issues affecting multiple stakeholders whose interests may conflict with each other, those that have garnered considerable interest from the public, elected officials, and/or other decision makers.)
  • Experience performing policy analysis in at least one of the following topical areas: utility services, water conservation, water and energy burden, affordability, non-revenue water, environmental protections, and/or equity in the energy transition/industry
