Work Unit:
The Division supervises county departments of human/social services and public and private partners in the administration of these programs and is responsible for assuring that all partners are complying with the terms of their policies and that they are in compliance with all Federal and State statutes and regulations. Division staff write policies and rules; train county staff on policies and procedures and effective case management skills; provide technical assistance to counties on systems issues and ongoing implementation; work with the General Assembly on legislative and fiscal initiatives affecting the county or partner’s operation of the programs; report to Federal government on implementation of Federal programs; monitor county performance in their implementation of the programs; and allocate Federal and State grant funds to the counties and partners for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the Federal government on issues regarding welfare reform and disabled individuals receiving Supplemental Security Income (SSI). The Division also works closely with other Divisions and Offices within the Department, other State agencies, the General Assembly, the Governor’s Office and client advocacy organizations in the implementation of program design.

This position exists to lead and set guidance for all program applications, processes, and procedures by county departments of social/human services and Third-Party Partners in Colorado’s SNAP E&T programs. The individual in this role is responsible to provide supervision for work leads, subject matter experts, and a program analyst. The position approves guidance, reviews and approves final work products, leads project plans to ensures timely action for both county and CDHS responses, and leads efforts from the subject matter expertise of the team to implement programs at the State and county level.
As the subject matter expert, this position will work with their team to provide guidance to 64 counties and internal and external stakeholders in regard to program policy, systems expertise and technical and policy interpretation relevant to implementation of rules and Federal regulations at the State and county level.
As supervisor, this position will direct overall program planning and make recommendations to the manager for strategic planning. This position liaises with the Colorado Department of Revenue, the Colorado Attorney General’s Office, the US Department of Agriculture (Food and Nutrition Service), the US Office of Health and Human Services, and the Office of Civil Rights to ensure all applicable laws and regulations are included and updated in State statute and Volumes III and IV. This position has the authority to develop strategies, systems, processes, guidelines, rules, and standards that are mission critical and directly impact the agency’s ongoing operation.
The supervisor will assist, oversee, and is responsible to the manager for the duties and activities of the program unit including:
- Program and process implementation to assure that counties and Third-Party Partners (program operators) are complying with Federal regulations, State statute and plans, CDHS State Board rules and regulations, and program operator plans and policies.
- Data system troubleshooting and modification.
- Evaluates and monitors the effectiveness of program approaches and identifies avenues to improve practices of the counties.
- Provision of technical assistance and consultation to county staff,
- Legislative, rule, policy, and other types of changes and provides analysis and recommendations for same; and,
- Participation on task forces, committees or work groups to provide program guidance and clarification, provide input on policy and legislative issues that have direct impact on the program.
Minimum Qualifications
9 years of progressive professional work experience implementing workforce development, human services, or similar programs.OR
Bachelor's degree from an accredited institution in a field of study related to the work assignment and four years of progressive professional work experience implementing
workforce development, human services, or similar programs.
Substitutions:
Additional appropriate education will substitution for the required experience on a year-for-year basis.
Preferred Qualifications:
At least (2) years of leadership experience that includes direct supervision of employees and the authority to make- In-depth knowledge of program policies and county business processes gained through experience while employed in the Division of Adult Financial and Colorado Works within CDHS
- Five (5) years of experience supervising, designing, and implementing workforce development and employment services programs, including effectively cultivating and managing employer partnerships, with a proven track record achieved through innovation and leadership
- Demonstrated extensive knowledge of federal Supplemental Nutrition and Assistance Program Employment and Training program regulations
- Considerable knowledge of national trends in research, legislation, and program innovations of workforce development programs is preferred.
- Demonstrated working knowledge of current trends in workforce development, such as vocational/educational training, labor market information, employment practices, and occupational and economic trends affecting clients and employers.
- Demonstrated working knowledge of the organizational structure, functions, techniques, and procedures involved in the operation of an employment services program.
- Knowledge of skills assessment techniques and tools, customer engagement strategies, and case plan development;
- Demonstrated experience collaborating with internal and external organizations, county departments of social/human services, and community stakeholders to plan and execute program activities.
- Ability to develop new opportunities for cross-collaboration across programs and divisions and gain support for new initiatives.
- Ability to independently define program goals, objectives, risks, roles, and responsibilities.
- Ability to plan, direct, and coordinate program and administrative activities of a complex.
- Project management and/or change management certification
Conditions of Employment:
Standard background check.
This position may be required to travel as needed for offsite meetings, conferences and training.
Occasionally travel to meetings throughout the state.
