The State of New Hampshire, Department of Health and Human Services, Bureau of Mental Health Services has a full time vacancy for Program Planning & Review Specialist.
SUMMARY:
To oversee and manage the Substance Abuse and Mental Health Services Administration’s (SAMHSA) federally funded Community Mental Health Services Block Grant, to collaborate in the oversight of programmatic and financial planning, development and evaluation of the mental health service delivery system, and to incorporate new programs and strategies emerging within NH’s community mental health system.
RESPONSIBILITIES:
Develops, reviews and oversees statewide service system planning, monitoring and evaluation to ensure that these activities are consistent with applicable federal, state and local laws/policies and to promote a holistic and integrated approach to mental health service delivery. Collaborates with BH staff, provider agencies , consumer/family constituents, and other stakeholders , in the development and implementation of service system monitoring activities and participates in the design and implementation of mental health system evaluations.
Coordinates the development and submission of the Community Mental Health Services Block Grant Application and Behavioral Health Reports within the legislated timeframes and oversees Mental Health Block Grant purchases for utilization management and program integrity, to assure inclusion/conformance with the Bureau of Mental Health Services (BMHS) initiatives as well as local needs and resources.
Works on the development and implementation of contracts, activities and initiatives necessary to fulfill priorities of the Community Mental Health Block Grant and, where applicable, the community mental health agreement and 10-year mental health plan.
Provides staff support to the New Hampshire Behavioral Health Advisory Council to ensure the council has the information needed to fulfill its required purpose, including the review, participation, and comment on the State Plan for Mental Health Services submitted as part of the Community Mental Health Services Block Grant Application.
Collaborates with BMHS staff in developing a comprehensive Behavioral Health plan for services and block grant funding allocations assuring that goals and objectives in the plan for services are closely aligned with performance contracting activities and to incorporate external resources and revenue maximization procedures into long-range service system planning.
Assesses state and regional program and resource needs to formulate statewide plans to assure BMHS’s mission, state and federal statutory mandates, and other initiatives are implemented in a cost effective manner. Identifies regional service gaps for statewide planning/development and/or multi-regional planning initiatives; collaborates with state, regional, local constituents to establish effective structures for efficient planning.
Assists in the design and production of the Public MH Consumer Survey and associates Reports assuring that NH’s Mental Health Block Grant priorities are supported by valid data.
Provides for/arranges consultation and technical assistance to executive and professional staff at the BMHS, provider agencies, key community agencies and to the public to assure integration of federally mandated program planning, monitoring , evaluation, and advocacy functions as they relate to the mission of the BMHS.
Participates in national, state, local conferences, training, peer review, planning, and evaluation meetings as required.
Supervises staff as assigned.
MINIMUM QUALIFICATIONS :
Education: Master's degree from a recognized college or university with a major study in government, planning, social work, psychology, education, or a human services field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Five years' experience in a government or private agency concerned with human services activities, two years of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must have access to transportation for use in statewide travel.
Preferred Qualifications: Experience managing federal grants, engaging stakeholders in collaborative program development or system change initiatives.
