The Philadelphia Department of Public Health
The Philadelphia Department of Public Health (PDPH), with some 900 staff and a budget of $350 million, promotes and protects the health of all Philadelphians and provides a safety net for the most vulnerable. PDPH leads programs to: prevent communicable diseases (including HIV, other STDs, tuberculosis, and vaccine-preventable diseases); prevent chronic diseases and injuries and promote healthy behaviors; prevent environmental health risks; investigate outbreaks of disease; respond to public health emergencies; and promote the health of women, children, and families. In addition, PDPH operates eight primary care clinics. Recently, PDPH has participated with other City agencies in responding to Philadelphia’s opioid crisis and to the COVID-19 pandemic. PDPH has been an innovator in public health, pursuing novel policies to prevent and mitigate disease and injury, and intends to continue that tradition with creative solutions to both long-standing urban health problems and new crises.
The Recruitment Specialist is responsible for supporting the work of the Workforce Director in coordinating and focusing on workforce activities involving the development of internship pipelining opportunities, converting contracted positions to civil service positions, salary equity analysis work, and other projects as assigned. This position will be responsible for the planning, execution, and reporting of workforce projects and activities, which requires excellent organizational skills and strong writing ability.
Essential Functions
- Support departmental workforce plans and strategic goals for all recruitment activities, including but not limited to:
- Initiate plans and efforts for recruitment of various position types (full-time, part-time, internships, externships, civil service/civil service exempt, and contracted).
- Prepares and posts open positions to relevant job boards and participates in application and selection processes.
- Conduct research and analyst work comparing City job specifications and pay plans to industry jobs and pay to ensure competitiveness within the market.
- Assess and make recommendations to enhance recruitment, retention, and other strategies.
- Plan, develop, and evaluate projects aligned with workforce initiatives.
- Travel as needed to meet and engage with organizations, agencies, city departments, universities/colleges, etc.
- Develop and implement strategies to engage potential candidates at schools of public health, institutions of higher education, schools of nursing and allied health, professional organizations, healthcare delivery systems, government agencies, and the private sector. Build and sustain professional relationships within these organizations to include them as secondary recruiting partners.
- Coordinate with external recruitment firms when required.
- Work collaboratively with agencies and PDPH units/divisions to share best practices for success, and institutional knowledge of the organization.
- Develop resources and materials to aid in promoting PDPH.
- Other duties as assigned.

Work-Life
Work hours are 37.5 hours per week; schedule is currently hybrid with 2 days on-site (in-office) and 3 days remote (off-site); however, the position can opt to come in the office each day if desired/necessary.
- Bachelor’s degree in Human Resources Management or a related field;
- 3 years of Human Resources recruitment experience;
- Government work experience preferred
