GENERAL DESCRIPTION:

The Wyoming Department of Corrections Investigative Services Unit (ISU) is seeking a highly motivated person for the position of Intelligence Analyst. This position will provide analytical support for ISU investigators by identifying, documenting, and disseminating criminal and administrative intelligence concerning persons involved in a wide variety of illegal or illicit activity, as well as provide investigative support to our criminal justice partners. Additionally, this position will work in conjunction with the Wyoming Division of Criminal Investigation (DCI) Wyoming Information Analysis Team (WIAT) in support of their mission. This candidate will need to obtain a Secret security clearance due to the handling of sensitive information. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Manage, monitor, and update the division database in accordance with Title 28 US Code, Part 23.
  • Use case management systems and other law enforcement tools to record, develop,
    organize, and maintain threat information to mitigate risks and threats against the WDOC and the citizens of the State of Wyoming.
  • Conduct background research on criminals or suspected criminals under investigation.
  • Conduct detailed research and analysis of confidential intelligence and investigative information relating to law enforcement operations and programs.
  • Process oral and written requests for background checks and other inquiries.
  • Work cooperatively and jointly with WDOC divisions, the Attorney General's Office, the Division of Criminal Investigation, and other law enforcement agencies.
  • Keep abreast of criminal justice system practices as they relate to intelligence concepts and methods and Wyoming Statutes affecting work-related activities.
  • Confer with personnel from local, state, federal and out-of-state law enforcement agencies to obtain evidence concerning criminal activity.
  • Write reports to permanently record information involving criminal activity.
  • Collect, analyze, and interpret statistical data and prepare charts and exhibits, flow charts, court and grand jury exhibit preparations.
  • Request, review, and disseminate criminal history information on individuals for Special Agents.
  • Assist in trial preparation.
  • Conduct training related to intelligence analysis and development
  • Prepare and present intelligence briefing to stakeholders
  • Manage confidential informants files, criminal intelligence, and assistance requests databases; and create or update biographical data forms.
  • Maintain accurate and complete files.

Qualifications


PREFERENCES:

Preference will be given to those with experience as a crime researcher, investigator, or crime analyst working with data related to public safety (corrections, law enforcement, court).
Preference will be given to those with a Bachelor’s degree in Computer Science, Data Science, Information Systems, Statistics, Business Administration, or other related fields. Preference will be given to those with the ability to communicate effectively both orally and in writing; accurately analyze data; and make clear, concise, and actionable presentations or graphics.
Preference will be given to those that can speak and read Spanish fluently.

KNOWLEDGE:
  • Open Source Intelligence (OSINT) collection and analysis experience is preferred.
  • Training and/or experience in threat assessments, preparation and delivery of intelligence products, and case management required.
  • Excellent analytical, open-source research, problem-solving, and interpersonal skills.
  • Excellent computer (Microsoft Office/Google Docs) with a strong ability to learn new
    skills and processes quickly.
  • Coordinate with law enforcement partners in open-source information sharing
  • General office practices and procedures.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard
    operating procedures.
  • Establish and maintain effective working relationships with other law enforcement
    partners.
  • Knowledge of social media ecosystems

Education:
Bachelor's Degree (typically in Criminal Justice)
Experience:
0-3 year(s) of progressive work experience (typically in Intelligence Analysis)

4-6 year(s) of progressive work experience (typically in Intelligence Analysis)

PHYSICAL WORKING CONDITIONS:

  • Physical requirements include lifting up to 20 pounds without assistance.

  • Visual ability to determine the accuracy, neatness, and thoroughness of the work assigned.
  • Typing/Repetitive motion.
  • Visual ability to perform an activity includes analyzing data and figures, viewing a computer terminal, and extensive repetitive motion.
  • May be exposed to mechanical or atmospheric hazards periodically.
  • The position requires year-round travel, with non-traditional working hours early morning, night, and weekends.
