Job Summary
This position directs and oversees all aspects of the Energy Division's Programs for Innovation & Equity Unit. It is directly responsible for implementing programs on a statewide basis and ensuring compliance with state and federal requirements. This position designs and implements operational policies, measures results of the program efforts, advises on development of legislation, and is responsible for identifying, soliciting, and maintaining a statewide system of coordination to effectively deliver all programs under its purview.
Programs include Weatherization Assistance Program leveraging and special projects, Inflation Reduction Act residential rebate programs, Telecommunications Access Minnesota (TAM), and others as authorized through state or federal legislation.
Qualifications
Minimum Qualifications
Bachelor's degree in public policy, public administration, business, or related field AND 5 years' experience working in a management or leadership capacity for a program with public and private stakeholders, including at least one-year supervision or lead work experience.
OR
Advanced degree in public policy, public administration, business, or related field and 4 years' experience working in a management or leadership capacity for a program with public and private stakeholders, including at least one-year supervision or lead work experience.
OR
An equivalent combination of education and experience.
A candidate who meets the above education/experience must also be able to demonstrate the following:
- Ability to clearly communicate complex concepts and principles in verbal and written format to ensure accurate and effective transmission of information to internal and external constituencies in both routine and technical matters.
- Ability to prioritize work responsibilities, manage a variety of tasks and deadlines, and work well independently.
- Ability to interpret and analyze federal and/or state laws as well as department and division policies.
- Demonstrated ability to effectively interact and collaborate on multidisciplinary teams with people from cultural backgrounds other than your own.
Preferred Qualifications
- Experience working with residential energy programs.
- Project management experience.
- Formal experience supervising professional staff: performing duties such as staff development, setting goals or priorities, employee onboarding/training, performance reviews.
- Completion of a leadership program, e.g., Emerging Leaders Institute, Strategic Effectiveness for Aspiring Leaders.
Physical Requirements
Requires occasional moving of articles such as boxes, laptop computer, and monitor.
