General Statement of Duties

The City of Eugene’s Finance Division is recruiting for a Procure-to-Pay Manager

The successful candidate for this position will join a high performing and collaborative team that supports all City of Eugene departments with their purchasing and accounts payable needs. The Procure-to-Pay Manager will be a skilled communicator who builds strong relationships with Information Services Department, Risk Services, City Attorney’s Office, and department stakeholders.

This position will:
  • Manage, direct, and oversee the Procure-to-Pay program for the City organization.
  • Direct the work of the purchasing and accounts payable teams in the Finance Division.
  • Lead the development and implementation of system enhancements and process improvements.
  • Provide complex professional and administrative support to the Chief Financial Officer and Assistant Finance Director in the assigned program areas.

The P2P Program Manager:
  • Will be a skilled analyst with strong communication skills (oral and written), excellent planning and organizational skills, and knowledge of program evaluation methods.
  • Will have experience directing a team to work on complex tasks under tight deadlines.
  • Should be able to work both in a team environment and independently with minimal guidance from the Assistant Finance Director.

Salary Range:
$41.43 - $55.93 Hourly / $86,174.40 - $116,334.40 Annually

Must reside in the state of Oregon and be able to report onsite in Eugene, OR for work as needed.
Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM with flexibility per business need.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Plans and organizes assignments in the program area to achieve established objectives and time schedules, including assigning work activities, projects and programs; monitoring work flow; reviewing and evaluating work products, methods and procedures; developing methodology and schedules; completing or directing staff in completing assigned or special projects.
  • Assists with analyzing options for continuous improvement of the P2P systems; meets and confers with system users, information services staff, consultants and others on the implementation of new functionality, on-going updates and maintenance of P2P software systems.
  • Recommends changes in structure, policies, procedures, and methods in the assigned program area; proposes strategies for implementing changes.
  • Acts as consultant on a P2P topics for staff throughout the departments; researches, mediates and resolves sensitive and/or controversial inquiries, complaints and concerns; communicates and coordinates with other City program areas to ensure effectiveness of interdepartmental operations and activities. (Note that this position will work closely with the Assistant Finance Director on technical procurement issues and will not serve as the Purchasing Agent for resolution of issues regarding purchasing rules.)
  • Serves as a member of the Finance Leadership Team; participates in development of division budget, goals, objectives, policies, and procedures.
  • Responsible for the selection, supervision, and evaluation of assigned staff; assigning work and ensuring appropriate training is provided; investigating complaints; recommending and administering disciplinary actions; handling sensitive personnel matters and recommending grievance responses; exercising full supervision over employees.

Experience:
  • Four and a half years of related professional experience, preferably in the public sector and/or purchasing or accounts payable, including at least one year of supervisory or program management experience.

Training & Education:
  • Equivalent to a Bachelor's degree in Finance, Business or Public Administration, or a closely related field.

Supplemental Information

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Marijuana use is evaluated consistent with current state law regulations. PLEASE NOTE: Once the posting closes, the process can take 4-6 weeks to complete.

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
