Full Description
Provide project management for current and long-range development projects and studies for the City of Columbia.
Essential Job Functions
- Manage various current and long-range projects by processing planning applications, planning specific tasks, and conducting relevant studies.
- Prepare grant applications and related documents.
- Serve as project manager for planned development projects by establishing project timelines, conducting meetings, completing appropriate reports, drafting plans, and evaluating plans.
- Consult with design officials, attorneys, local boards and commissions and other officials related to the project’s development process and regulations.
- Serve as department liaison to other City departments and agencies to coordinate project development efforts; represent the Planning division before City Council as necessary.
- Serve as staff liaison to assigned committees, boards and commissions.
Ancillary Job Functions
- Develop public communication plans for special development projects and conduct related media events.
- Develop plan related graphics utilizing computer design software or graphic arts, mapping, and analytical software packages.
- Inspect planned project sites to assess the accuracy of drafted plans and report on land conditions.
- Assist with the planning process for projects related to the City’s historical preservation programs, Safe Routes program, and other development grant programs.
- May serve as case manager for current planning projects related to land use, zoning, and urban growth and development or serve as manager of projects or tasks related to the Columbia Area Transportation Study Organization (CATSO) the region’s Metropolitan Planning Organization (MPO).
- Perform other related duties as assigned.
Education and Experience - An equivalent combination of education, training and experience will be considered
- A Bachelor’s degree in Public Administration, Urban Planning or similar field required; Master’s degree preferred.
- Minimum of one year of experience in work related to project management, community development, urban planning, or related field; three years of experience preferred. Experience obtained from work-study and/or internships may be counted.
- Must possess and maintain a valid driver’s license and maintain a safe driving record.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
- Knowledge of the trends in urban planning, zoning, public services, and capital planning. Understanding of current federal, state and municipal legal regulations and codes regarding land use, zoning and community development.
- Familiarity with basic engineering, architectural, and geographic information systems (GIS) principles and computer programs.
- Ability to effectively communicate to the press, government organizations, and general public on various housing, zoning and community development issues.
- Ability to generate design graphics intended to convey concepts, standards, and regulatory provisions.
- Effective written communication abilities to prepare necessary community development reports.
- Strong interpersonal skills to successfully develop positive intergovernmental, private sector and community relationships.
- Ability to organize and coordinate a broad range of special projects and community development programs.
