Education and/or Years of Experience:
Bachelor’s degree in Finance, Accounting, or Business preferred but not required. If no bachelor’s degree, then at least 5 years of professional experience in budget, accounting, banking, business, or management is an adequate substitution.
About Us:
The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. This Office is comprised of four units responsible for federal cost allocation and reporting, cash management, and revenue forecasting.
The Trust Fund Unit manages all Trust Fund Schedule I documentation as required for the annual Legislative Budget Request, accrual entries, monthly trust fund analysis and monitoring, nonoperating budgetary needs, analyzing Budget Amendments, and maintaining entries for the Federal Grants Tracking System.
What you will do:
This is a professional position performing highly responsible technical and operational analysis functions in the Office of Revenue Management within the Trust Fund Unit. The incumbent in this position will be expected to function independently and with minimal supervision to perform complex tasks. Occasional overtime may be required. Time worked will be adequately compensated.
Specifically, the incumbent will be responsible for the following:
- Prepares and analyzes monthly nonoperating budget for the department.
- Prepares various monthly analyses in excel.
- Reviews budget amendments for the Office of Revenue Management and maintains a budget amendment log.
- Assists in the preparation the Department’s annual Schedule I Legislative Budget Request (LBR).
- Monitors and researches rules, regulations, and policies as well as applicable Federal financial rules, reporting requirements, and data needs considering State and Federal regulations.
- Maintains, coordinates, and updates the Federal Grants Tracking System for all Federal Grant application and renewal documentation.
- Assists in the preparation of year end accruals associated based on documented needs from the Federal Reporting Unit, Cost Allocation Unit, Trust Fund Unit, and Cash Receipts and Management Unit.
- Creates, manages, and maintains procedures and desk guides for all functions of this position.
Required Knowledge, Skills, and Abilities:
- Skilled in Microsoft Office Suite, specifically proficient in Excel and Word;
- Knowledge of basic management principles and practices;
- Knowledge of the methods of data collection and analysis;
- Ability to collect, evaluate and analyze data to develop alternative recommendations,
- Solve problems, document work and other activities relating to the improvement of operational and management practices;
- Ability to organize data into logical formats for presentation in reports, documents, and other written materials;
- Ability to communicate effectively verbally and in writing with the vast array of individuals;
- Ability to establish and maintain effective working relationships with others;
- Ability to conduct fact finding research, understand, and communicate rules, guidelines, and policies;
- Ability to formulate policies and procedures; and
- Ability to work independently, solve problems, and make decisions.
