The Finance Senior Manager, Government Contract and Compliance (GCC) Finance requires strong business acumen, knowledge of the government pricing policies, and key pharmaceutical business processes to support a holistic plan for the execution of Janssen Cross-Portfolio initiatives including commercial contract strategies and government pricing compliance requirements implicated by recent legislations impacting Janssen US Pharmaceutical Companies of Johnson & Johnson.

The Janssen GCC Finance Senior Manager will be the key primary contact for critical cross-portfolio Janssen commercial contracting strategies. This includes evaluations for a consolidated investment across seven therapeutic areas requiring GCC assessment, establishment of GCC operational requirements (+system), and execution of effective controls to full compliance and manageable operational implications and drive solution. This also includes co-authoring government pricing reasonable assumptions, and agency engagement as applicable to support Janssen. In an extremely dynamic, and evolving market environment, a strong compliance process is necessary to execute these complex cross-portfolio strategies successfully. Due to the high degree of strategic impact, government pricing and compliance implications, this role will frequently lead reviews with senior leaders in the legal and regulatory departments.

Additionally, this position will lead GCC activities in support of pending and final legislations including, but not limited to the 2022 Inflation Reduction Act, and the 2023 Medicaid Drug Rebate Program (MDRP) Proposed Rule by the Centers of Medicare & Medicaid Services. These new federal legislations are complex in nature and government agency will issue draft and final guidance in varying stages for the next 2-3 years. The incumbent must be comfortable mobilizing cross-functional stakeholders (Strategic Customer Group (SCG), Regulatory Law WWGAP US Gov Programs, Government Affairs and Policy, and Enterprise Contract Management etc.) to gather inputs and shape outcome; must be comfortable with reading healthcare policy and comprehend, translate information into GCC specific requirements and actions. Must be organized to ensure engagements supporting varying stages of legislation guidelines that may run in parallel have appropriate focus and execute accordingly. Partner with SCG/HCS/Finance ongoing workstreams (+sprint teams) to ensure close integration and coordination of efforts.

This position deals with highly confidential information and engages in sensitive conversations with Legal and other internal business partners, requires a high degree of professional judgement and ability to decipher, and handle such information appropriately.

This position will not have direct staff - will require ability to work in a team setting, model and inspire a continuous improvement and diversity inclusion mindset.

This position will report to GCC D1.

Tasks/Duties/Responsibilities

Lead in the GCC evaluation of cross-portfolio Janssen commercial contracting strategies, attend commercial pricing committee reviews and present government pricing implications.

  • Establish GCC operational requirements (+system), and execute effective GCC controls to full compliance and manageable operational implications and drive solutions partnering with others (e.g. Government Channels, Trade, Offer Development etc.). This includes ensuring sales transaction stemming from the strategy has a process to capture the transaction compliantly for government pricing calculations and determinations.
  • Develop materials and train internal GCC to ensure awareness and compliance application for therapeutic areas impacted, putting in place SOP/WI as appropriate.
  • Co-author government pricing treatment documents and reasonable assumptions and engage government agency as applicable to support Janssen position; mitigating compliance risks.
  • Lead GCC project management activities in support of pending and final legislations including, but not limited to the 2022 Inflation Reduction Act, and the 2023 Medicaid Drug Rebate Program (MDRP) Proposed Rule by the Centers of Medicare & Medicaid Services.

Streamline GCC cross-policy (IRA/MDRP) efforts implicating Janssen US Pharmaceutical Companies of Johnson & Johnson.

  • Lead and work with cross-functional stakeholders (Strategic Customer Group (SCG), Regulatory Law WWGAP US Gov Programs, Government Affairs and Policy, and Enterprise Contract Management etc.) to gather inputs and shape final legislation.
  • Review pending healthcare policy, comprehend/translate information into GCC specific requirements and develop operational plans including roadmap for GCC actions/owners/timing.
  • Develop GCC operating transitional plan and ideate long-term digital/systems solutions to meet new legislative government pricing calculations, data collection and submissions requirements.
  • Establish new government pricing calculations and data reporting requirements due diligence review/approval process and HCS handoff cadence. Develop SOP/WI and train GCC staff.
  • Develop and document formal government pricing treatment documents and reasonable assumptions stemming from final regulations. Collaborate with Legal and meet with government officials as required.
  • Partner with SCG/HCS/Finance ongoing workstreams (+sprint teams) to ensure close integration and coordination of policy efforts.
  • Ensure all action plans and establishments of new GCC specific processes stemming from IRA/MDRP legislative policies and/or complex pricing strategies have strong SOX/HCC/GCC controls for internal/external audit readiness.

Personal Development

  • Keep current with government pricing policy and industry updates. Attend industry conferences and reconcile internal treatments, monitor new government pricing policies, and attend “finance fiscal” and/or business training modules for continuous learning, and translate insights to government pricing relevant business implications.
  • Develop specific GCC process training materials and train internal GCC team members and stakeholders to ensure knowledge and compliance requirements stemming from cross-portfolio and/or new legislative requirements. Share and educate business on new legislative implications to shape business outcome.

This position does not have direct report. From time to time, will serve as people leader supporting extended staff covering GCC Managers.

Support overall GCC Team as manager reviewer/approver designee on commercial pricing contract strategies, where GCC assessment is critical to ensuring strong compliance and as GP pricing reviewer/approver to ensure timely, accurate submissions for all base business government mandated price calculations which includes Medicaid AMP & BP, Medicare ASP, NFAMP/FCP and 340B. These critical calculations form the basis for government prices, reimbursement, and rebates.

Qualifications

  • A minimum of a Bachelor's degree with a major in Accounting or Finance is required. An MBA is a plus.
  • 5+ years of experience in Pharmaceutical or healthcare industry. Government pricing and compliance experience (a plus)
  • Strong understanding of the U.S. pharmaceutical supply chain and pricing/contracting dynamics
  • US Government Drug Pricing Experience
  • Experience with government pricing metrics (Medicaid, Medicare, FSS, 340B)
  • Able to appropriately identify and balance risk in the context of business objectives
  • Excellent analytical and organizational skills
  • Experience with compliance, controls and related documentation
  • Strong leadership, communication, and influencing skills
  • Leadership to discuss sensitive items with Federal officials and other external stakeholders
  • The ability deal with ambiguity and make decisions
  • Ability to review and translate federal legislations to government pricing compliance and business implications

The base pay range for this position is $97,000 - $166,750

The Company maintains highly competitive, performance-based compensation programs. Under current guidelines, this position is eligible for an annual performance bonus in accordance with the terms of the applicable plan. The annual performance bonus is a cash bonus intended to provide an incentive to achieve annual targeted results by rewarding for individual and the corporation’s performance over a calendar/ performance year.
