Full Description
Purpose of Classification:
- The purpose of this classification is to to conduct inspection activities at residential, commercial and industrial construction sites to ensure compliance with applicable Federal, State and Henry County codes, standards and construction provisions. Responsibilities include inspecting environmental, potable water, sanitary sewer, storm sewer, road improvements, road striping, traffic signs, and public works projects; preparing reports; and issuing violation notices.
- The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Interprets and enforces ordinances and codes related to land disturbance, soil erosion, and sediment control of new and existing construction at residential, commercial, and industrial construction sites: inspects properties in the process of construction, alteration, or repair; verifies conformance to applicable codes and ordinances and approved plans; issues correction or violation notices for non-compliance; and re-visits areas with repeat violators.
- Conducts inspections of each component of site plans: inspects potable water infrastructure and sanitary sewer pipe and manholes for proper size, material, installation, and insulation; conducts proper air and mandrel testing; inspects curb and gutter installation for correct measurements and material; inspects different layers of' road construction using test rolling and core testing; inspects site for proper installation of erosion control devices throughout different stages of project; inspects traffic improvements and street name signs following county approved plans; compares installed items to copies of as-built and plat; and ensures that everything corresponds.
- Notifies responsible contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues citations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
- Administers maintenance and performance bonds for site development calculates amount of performance bond(s) as required for each project; maintains bond documents; inspects completed work; and returns bonds that meet standards.
- Inspects and approves construction and installation of streets, street signs, street striping, curb, gutter, sidewalk, storm drains, potable water infrastructure and sanitary sewers as assigned.
- Notifies responsible inspectors, contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues violations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
- Receives and responds to complaints from the public regarding related ordinances; records and monitors status of complaints from citizens; collects information and researches complaints; determines validity of alleged violations and initiates appropriate actions; maintains records of response to complaints.
- Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.
- Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
- Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Communicates with supervisor, other County employees, contractors, property owners, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Performs other related duties as required.
- High School graduate or GED equivalency and ability to successfully obtain GSWCC Certified Level I-B Erosion & Sediment Control Inspector prior to completion of 90-day probationary period; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
- Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.
- Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

- Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information, such as construction plans, permit applications, inspection reports, building codes and regulations, etc.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
- Complexity: The work consists of related plan review and inspection duties at different phases of the construction process. Duties to be performed and decisions to be made require analyzing existing facts and situations for compliance to specific regulations and procedures.
- Scope & Effect: Primary duties involve inspecting private development construction projects. Duties involve applying quality control measures to private developer construction work. Accuracy and thoroughness of work affects the quality of and future costs of maintaining the County’s infrastructure system.
- Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
- Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
- Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
- Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, or rude/irate customers.
