Class Definition
GENERAL STATEMENT OF DUTIES: Ensuring compliance with federal and state disability rights laws, by providing information and technical assistance, investigating complaints, in including but not limited to the Americans with Disabilities 2010 Standards for State and Local Government Facilities Title II; 2010 Standards for Public Accommodations and Commercial Facilities Title III; U.S. Department of Justice ADA Checklist for Polling Places;
To conduct on-site inspections of buildings to ensure that construction conforms to previously approved plans and blueprints;
To cooperate with state and federal agencies by providing information concerning the conformance of building plans and blueprints to federal and state accessibility codes and standards; AND
To assist in the development of the Rhode Island Capital Plan Fund (RICAP) Accessibility Renovations projects.
Coordinate the Commission’s Accessibility Committee efforts with the Division of Capital Asset Management & Maintenance to assist in the development of the multi-year capital development program.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
To assist in the making of special project surveys involving the organization, analysis, and evaluation of data and the preparation of reports, including recommended programs;
To assist in the preparation of a portion of the Rhode Island Capital Plan Fund (RICAP)s Annual Fiscal Plan including both budget and program analysis;
To conduct customized training on the rights of persons with disabilities;
To coordinate a disability discrimination complaint/mediation service;
To establish a working rapport with business, community, government, and non-governmental agencies and associations;
To ensure conformity to the provisions of state and federal codes, laws, and regulations in the area of rights of persons with disabilities;
To perform responsible work in a continuous informational and public relations program for the Commission;
To prepare digests of reports, studies, and other source material;
To provide information to individuals with disabilities and their families on their human rights;
To provide technical assistance to businesses, government, and non-profit agencies on the rights of persons with disabilities;
To represent the Commission on regional and state boards;
To review draft capital budget requests for accuracy of information;
To review proposals for compliance with statutes, policies, and plans, and to make recommendations thereon;
To select, assemble, compile, organize, and prepare informational data and material for use of by the Commission
to publicize the effectiveness of the Commission programs;
To testify on behalf of the Commission before local, state, regional, and federal agencies;
To train and supervise college interns/fellows; and
To do related work as required.
Required Qualifications for Appointment
KNOWLEDGE, SKILLS, AND CAPACITIES:
Demonstrate a thorough knowledge of federal and state disability rights laws and regulations, etc.;
The ability to: interpret and apply regulations and specifications; instruct and train; mediate problems related to consumer complaints and investigations; maintain documentation of on-site reviews and compose written reports;
and apply such knowledge as it relates to the principles and practices of state building code regulations, laws, and guidance, in addition to a thorough knowledge of federal and state accessibility codes, regulations, and specifications.
The ability to interpret construction plans and specifications;
The ability to conduct on-site reviews for all activities/projects under the jurisdiction of the Commission to determine compliance and to make recommendations to effect compliance;
To effectively make oral and written presentations to civic, business, or other groups; and
The ability to utilize information technology.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through graduation from a college of recognized standing with specialization in Planning, Architecture, Landscape Architecture, Geography, Sociology, Economics, Political Science, or a field closely related to planning; and
Experience: Such as may be gained through employment in a community-based organization, private or public agency involving the participation in program planning, research, management analysis, or program development, accessibility, or compliance.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
