Overview

The Agency of Transportation (AOT) is seeking an AOT Manager II. This position manages the six northern State airports including Franklin, Newport, Caledonia, Montpelier, Morrisville, and Island Pond. In addition, this position supervises staff that keep the airports safe, secure and well maintained while meeting or exceeding the FAA regulations/guidelines and requirements. This includes not only the runways, taxiways, ramps and land improvements, but also the immediate needs for facilities which includes state owned buildings and fuel farms at each airport location. This positions provides the support and backup for the Airport Operations & Maintenance Manager when they are not available, or the position is vacant.



Duties include, but are not limited to:

  • Operations management and oversight of airports including assisting with parts of the budget development; grant management; program development, monitoring and tracking functions, equipment purchase, lease management, vegetation management, snow and ice control, oversight of on-location Construction Safety Phasing planning for Federal and State projects required by FAA.
  • Acts as the agency's point of contact related to Civil Air Patrol for disaster and homeland security training, events and incident, coordinates with appropriate officials for response to aircraft accidents, disasters and emergency events.
  • Interprets and enforces laws, rules and regulations for the operation of airports and aircraft and inspecting airports in the State Airport System.
  • Coordinates airport communication and information functions, to include the maintenance and operation of air navigational aids and systems, communication systems including Federal Communication Commission Technician Radio Operator license, and weather observing systems.
  • Establishes and maintains sound public relations with users of state airports, local and community groups, airport committees, neighbors, potential developers, and compliance entities on promoting and encouraging use of airports by many.
  • Prepares and updates guidelines and handbooks for each airport manager, including emergency procedures for accident, fire, and civil defense, operational guidance, maintenance standards, communication protocols on the airfield, security of the airfield, and a variety of federal required items.
  • Updates the aviation website, airport directories, and aeronautical chart, and monitors and updates pilot weather briefing systems to enhance safety and operations.
  • Makes determination when Federal Aviation Administration and state airport rules have been violated and reports to appropriate enforcement authority.
  • Process applications for private landing areas.
  • May assist in the investigation of accidents and coordinate search and rescue efforts as requested.
  • Coordinate activities for aviation education programs.
  • Works closely with property management for state and private facilities on the airport to include state inspections and enforcement of policies and lease agreements.
  • Attend public meetings representing Agency of Transportation as a technical expert in Aviation Operations.

Environmental Factors

Duties are performed in office and field settings. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work may be required.

Minimum Qualifications

Associates degree AND five (5) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

OR

High school diploma or equivalent AND seven (7) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.


Note: Some positions may require registration as a Professional Engineer (PE)
