Position performs difficult professional and managerial work planning, organizing and directing the operations, maintenance, and analysis of wastewater treatment plant, water treatment plant, related laboratory facilities, and the distribution and collection system maintenance and repair.

Plans, organizes and directs the work of subordinate staff engaged in plant operations, process control, laboratory analysis, distribution and collection system operations and maintenance, pumping stations, and preventative maintenance and repair Plans, organizes, and performs and/or directs the routine or emergency repairs or replacement of mechanical, electrical, hydraulic, and other related equipment Establishes policies and procedures for departmental operations and responses to emergencies Manages the hiring, promotion, training, discipline, evaluation, and other personnel actions and decisions for the department assigned in consultation with the HR Director and City Manager Meets with subordinate staff to solve complex problems, sets priorities and deadlines, and provides guidance and direction Plans, organizes and monitors a variety of contracted work; coordinates with engineers and contractors Engages in considerable personal contact with citizens concerning service request and complaints; investigates and decides or recommends actions Ensures departmental staff apply work rules and practices to comply with OSHA, NCDENR, and state health standards and all equipment is in proper working condition Prepares annual operating budgets and submits recommendations to the City Manager for capital improvements for departments Develops capital improvement plan (CIP) for assigned departments. Estimates plant equipment and life cycles for replacement; oversees testing of new equipment Ensures staff maintain sufficient inventory, complete operating and maintenance records by conducting periodic audits Oversees preparation of various narrative, statistical, fiscal, and technical reports on plant operations, and various regulatory reports for state and federal agencies Meets with various groups or individuals to assess service needs from City Performs related work as required Knowledge, Skills and Abilities
Policy & Procedure - Thorough knowledge of the principles and practices of water and wastewater treatment, distribution and collection transmission lines, pumping stations, metering, and other utility systems appurtenances and operations
Thorough knowledge of the local, state, and federal laws and regulations relating to water and wastewater treatment, and distribution and collection
Thorough knowledge of budgeting, purchasing, and personnel policies and practices
Thorough knowledge of effective management practices including staffing, motivation, communications, delegation, discipline, performance review, and other practices
Thorough knowledge of the occupational hazards of work and necessary safety precautions including OSHA rules and regulations Communication - Ability to provide leadership to a large staff in multiple locations providing around the clock services
Ability to establish and maintain effective working relationships with City officials, industrial officials, regulatory officials, contractors, other employees, and the general public
Ability to communicate effectively, both orally and in writing, with all levels of personnel in the city, contractors, regulators, and the public; ability to represent the city with various regulatory agencies
Performance - Ability to use technology related to operations of the assigned departments
Ability to analyze information and make effective decisions
Ability to prepare, present and interpret complex records and reports
Ability to work after hours (including nights and weekends) to attend meetings, meet the City"s operational needs, and travel to varied locations as required Physical Requirements & Working Conditions
Work in this class is primarily administrative and managerial in nature. When participating with staff in operations the work is characterized as medium work requiring exertion of in excess of 50 pounds of force occasionally, and/or in excess of 20 pounds of force frequently, and/or in excess of 10 pounds of force constantly to move objects. Physical requirements include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, listening, fingering, grasping, feeling and repetitive motion Employee must have the visual acuity to prepare and analyze data and figures, inspect schematic drawings, perform extensive reading, and operate computer systems. Work is performed in both inside and outside environmental conditions including extreme heat and extreme cold. Employee is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, exposure to chemicals, noise, and atmospheric conditions which may require the use of a respirator. Employee is frequently in close quarters, crawl spaces, small enclosed rooms, and other areas which could cause claustrophobia. Additional Information
Education and Experience
Graduation from an accredited college or university with a degree in business or public administration, environmental sciences, civil engineering, chemistry, biology, hydrology, water & wastewater engineering or related field is desired.
A minimum of five (5) to seven (7) years of progressively responsible experience in the management and supervision of public utilities is preferred; or an equivalent combination of education, training, and experience in the public or private sector providing the necessary knowledge, skills, and abilities to adequately perform the essential duties.
Special Requirements

A valid North Carolina driver"s license
Possession of or ability to obtain within two years the following certificates:

Grade 1 in Physical/Chemical Water Pollution Control System Operator
Grade C Water Distribution System Operator
Grade I Biological Wastewater Treatment Plant Operator
Certificate in Surface Water "C"
Grade I Collections System Operator
