Summary

The City of Lynnwood is seeking a collaborative and inquisitive task-oriented person for our Public Works Capital Construction team. Help us build a strong infrastructure in which our growing city can thrive on! In the fast-paced world of construction, this position is the eyes and ears of our team. It is responsible for providing onsite inspection and documentation to ensure that our Capital Project improvements are built to our specifications. This role will work as a part of a 3-person construction team that is a part of a larger 7-person engineering team.

The ideal candidate should be experienced in construction inspection best practices in as many of the following areas as possible:


  • Oversight of asphalt pavement installation
  • Oversight of concrete pedestrian ADA ramps installation
  • Oversight of underground water, sanitary sewer and storm sewer infrastructure installation
  • Oversight and tracking of Force Account
  • Tracking material quantities for a construction contract
  • Documentation of daily work activities
  • Drafting of Field Note Records
This position provides technical support services to the department’s office and field activities by coordinating with Project Managers, consultants, contractors, and other agencies on design development, and construction administration. Provides plan review and on-site inspection on a wide variety of private development and capital projects and collects, analyzes, and maps data, provides management reports and support materials. Employees of this class are expected to exercise independent judgment in solving field and office problems. This position may also include special assignments as directed.

Essential Functions

May include but is not limited to such essential functions as listed below:


  • Inspect and coordinate the work during construction and maintenance projects for public works, franchise utilities in the City right-of-way or other City Property, capital projects, private development, and other developer improvements.
  • Perform inspection and plan review of public works, franchise utilities in the City right-of-way or other City Property, capital projects, private development, and other developer improvements.
  • Inspect construction practices and materials to ensure conformance with approved plans and specifications.
  • Read, understand, interpret, and analyze engineering plans, specifications, drawings, reports and other technical documents.
  • Perform administration, record keeping, and reporting for assigned programs and/or projects. Review development plans and permits.
  • Respond to complaints and concerns and provide technical assistance to the public, developers, contractors, engineers, and businesses regarding areas of expertise.
  • Collect, analyze, input, report, and map various types of data. Convert data to other formats. Train other employees on methods, processes, and approaches to data collection and software/hardware utilization.
  • Coordinate with and provide data to Project Managers, consultants, contractors, and other agencies on design development, construction administration, inspections, enforcement actions and compliance with all state, federal and local regulations, and requirements.
  • Work with property owners, businesses, contractors, and consultants to assure their compliance with applicable regulations and ordinances through site visits, permitting processes, provision of applicable data, and enforcement activities.
  • Coordinate the preparation of plans, specifications, and contracts for city improvement projects.
  • Prepare and maintain a variety of reports and documentation that may include conformed drawings, RFIs, change orders, as-builts, daily inspection reports, field notes, material quantity calculations, and photographs for the city’s records and/or permit tracking system tracking system.
  • Perform project management, including written project analyses, inspections, cost estimates, environmental reports, legal/boundary research, and project administration.
  • Maintain and generate City maps and data, engineering drawings and information for special requests.
  • Assist in the comprehensive planning and developing policies, process improvement, and guidelines of assigned programs and/or projects.
  • Serve as the City’s representative to various technical groups and associations, coordinate with other staff and agencies, and represent the City’s interests in interagency coordination.
  • Participate in project preconstruction meetings and weekly project meetings during construction discussing areas of expertise, any issues that may arise and providing solutions.

Minimum Qualifications

Associates Degree in Engineering and three (3) to five (5) years of increasingly responsible, directly related experience or an equivalent combination of related education and experience. Valid Washington State Driver’s License and a driving record acceptable to the City’s insurance carrier. Ability to obtain within one (1) year, Cross Connection Control Specialist certification if assigned to the Cross Connection Control Program. Certified Erosion and Sediment Control Lead if assigned to the Storm Water Program.
