The State of New Hampshire, Department of Employment Security has a full-time vacancy for a Program Specialist I.
SUMMARY:
To provide oversight and determine participant eligibility for one or more of the Employment Service Programs provided by the Employment Service Bureau of New Hampshire Employment Security (NHES) and provide technical services and local office support in administering these programs.
ACCOUNTABILITIES:
Review and process client requests for services offered through Employment Service Programs and assist clients in obtaining information about their benefits to enable well informed decisions throughout their program participation and answer related questions around the various programs offered through the Department.
Develop procedures to allow clients to effectively navigate and receive services through the Employment Service Programs offered by NHES and develop mechanisms to ensure client conformance with program rules and regulations, department policies, and employment plans.
Communicate and network with employers to learn about the needs of the business, provide information about supports offered by the programs and develop subsidized/On the Job Training (OJT) opportunities for participants and maintain cooperative relationships with academic and vocational training institutions and community resource agencies.
Prepare and provide information and reports on program progress, such as demographics, barriers, employment status, monthly expenditures and customer feedback to supervisors and management, and recommend implementation of new procedures or operational changes to ensure the effective operation of the program, including communication and explanation of reporting requirements to staff.
Review, process, and prepare requests for Employment and Training Services and subsidized Employment contracts. Authorize payment on approved training contracts and invoices submitted for payment. Monitor payment to ensure amount authorized does not exceed the eligibility cap and takes required action(s) established by regulations and/or department policy.
Confer with the partnering agencies to remain current on state and federal requirements for the programs and confirm participant eligibility (i.e. Medicaid recipients). May be required to give formal presentations on behalf of the program.
Provide programmatic data verification and review, reporting errors to the proper sections within the Department for correction and compliance with federal regulations.
Develop and prepare forms, handbooks, training materials, and fact sheets for employment service programs offered through NHES and according to established guidelines and procedures.
Travel to offices and other locations to assist with program implementation and associated state and federal requirements.
MINIMUM QUALIFICATIONS:
EDUCATION: Bachelor's degree from a recognized college or university with major study in business administration, education, marketing or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
EXPERIENCE: Two years of professional or paraprofessional experience in one or a combination of the following areas: employment service programs, unemployment compensation programs, public contact work which provides technical support program information, program analysis and evaluation, or developing directives or training manuals with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.

36 Months of additional relevant experience = Bachelor's degree

License/Certification: Must possess a valid driver’s license.
RECOMMENDED WORK TRAITS: Considerable knowledge of the organization and operations of the department or agency in which position is assigned. Considerable knowledge of the principles of administrative work. General knowledge of current literature in specialized field of work. Ability to write technical information. Ability to communicate effectively in oral and written form. Ability to establish and maintain effective relationships with governmental officials, other employees and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
