About the Position
This position provides administrative, management, technical, and policy leadership to the Fish Research, Evaluation, Data, and Decision Support (REDD) section within Fish Division’s Conservation and Recovery Program. The primary purpose of this position is to lead and manage a group of high-level professional staff that implement an integrated, comprehensive, agency-wide approach to efficiently
collect, analyze, utilize, centralize, and develop the most appropriate data on fish populations or stocks for the purpose of making management decisions that achieve the agency’s full mission, with a particular (though not exclusive) focus on conserving native fish species and their habitat. Agency-wide direction for research, monitoring, and evaluation projects on fish populations and stocks is provided by REDD (
data collection). REDD is also involved in determining and conducting data analyses that elucidate status, trends, and mechanistic relationships of fish populations and stocks (
data analysis) that allow meaningful management decisions to be made in an adaptive manner (
data utilization). REDD also coordinates as needed to track, centralize, and disseminate data so information relating to management direction, decisions, and outcomes is readily available and consistently represented (
data centralization). Finally, REDD researches and develops new, improved, appropriate, and more efficient monitoring and analytical methods, metrics, and techniques (
data development). In order to accomplish this work, the position will focus on producing specific work products that have applicability to management decisions directly affecting fish resources.
REDD provides support to the Conservation and Recovery Program, other Fish Division programs and administrators, ODFW Regions, NOAA Fisheries, USFWS, and other outside entities. The section has full-time staff located primarily at the Corvallis Research Lab. Staff provide technical information with application to management activities, conservation and recovery planning, and fish and habitat monitoring. This position also represents ODFW as a lead scientist on internal and interagency teams, and provides technical assistance to other state and federal agencies, non-profit organizations, private industry, and the public.
What will you do?
Program Leadership

Leads efforts of the Fish Research, Evaluation, Data, and Decision Support section (REDD) to provide data and information necessary to inform complex and controversial native fish management decisions

Coordinates with Conservation and Recovery, Fish Division, Region, and other leadership positions to determine REDD priorities and direction
-
Assures timely completion of expert, high-quality, and tangible work products and activities by REDD; assures that concepts, hypotheses, objectives, and methods are consistent with guidance, statistically rigorous, and reviewed by experts from within and outside REDD

Coordinates with others outside of REDD as needed to complete assignments

Works within REDD and across the agency to increase the efficiency, consistency, utility, and timeliness of data and information that are collected, analyzed, and disseminated

Attends and/or makes presentations of goals and results at agency, Commission, Legislative, inter-agency, professional, public, interest group, and other meetings
Program Administration

Performs all aspects of individual employee supervision and management to maintain work unit integrity (recruiting, hiring, training, and development; setting expectations and providing accountability; planning, assigning, scheduling, overseeing, approving, and reviewing work; conducting performance reviews and disciplinary actions; resolving personnel complaints and responding to grievances; approving timesheets, travel, and conference attendance; etc…)

Working Conditions

Most work takes place in a general office environment.

Occasional field work is outside in streams, rivers, and estuaries, sometimes in inclement weather and in remote areas.

Automobile travel is required, sometimes in adverse weather conditions. Occasional air travel (commercial and small planes) is required.

The work may include long hours during parts of the year and some weekends.

This position requires that the person be able to be away from home for up to 5 days at a time, possibly for several weeks in a row.

Must be able to work and communicate effectively with ODFW, other government agencies, policy-makers (Commission, Legislature, agency and organization leadership), private companies, non-profit organizations, landowners, stakeholders, and members of the public.

This position requires a valid driver license and acceptable driving record.

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:
Minimum Qualifications:
Five years of lead work, supervision, or progressively related experience involving management of fisheries, fish research, resource management and policy, or program administration; OR
Three years of related experience and a Bachelor’s degree in a fish science or resource management program with at least 45 quarter (30 semester) hours of biological, ecological or social science coursework that relates to fisheries science, fish resource management and policy, or program administration.
Preference may be given to candidates with an advanced graduate degree, which is preferable for this position.
