SPECIAL REQUIREMENTS:

Equivalent to the completion of the twelfth grade. Four years of cable splicing
experience. Journey level experience in basic telecommunications installation and

repair is desirable. Possession of a valid Commercial Drivers License.

Possession of a current First aid and CPR certification.

SUMMARY DESCRIPTION

Under general supervision, performs skilled duties related to the splicing and maintenance of aerial and

underground telecommunications cables and associated terminals and line conditioning equipment for the

Telecommunications Division.

The Journeyman Cable Splicer is responsible for the safe and proper use of tools, rolling equipment and

materials, and the safety of coworkers and public property. The Journeyman Cable Splicer must perform

his/her duties in a manner that reflects positively on KPU and the division.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or

may be required to perform additional or different duties from those set forth below to address business needs and

changing business practices.

1. Performs all splicing functions required for the installation, maintenance, and repair of all types of

underground and aerial telecommunications cable, including copper and fiber optic cable.

2. Performs splicing related to the installation, maintenance, and repair of distribution, cross connect,

and building terminals and pedestals.

3. Performs splicing related to the installation, maintenance, and repair of air pressure, trunk and

subscriber carrier, and repeater and loading equipment.

4. Maintains and repairs sump pumps and monitoring systems in manholes; locates telemetry for other

KPU divisions.

5. Locates and repairs air pressure leaks in aerial and underground cables.

6. Climbs poles to work on aerial lines; inspects and operates aerial lift truck.

7. Rearranges cable pairs to perform cuts and cable transfers.

8. Uses specific tools to test for cable faults.

9. Performs related duties as required.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a

short period of time in order to successfully perform the assigned duties.

Knowledge of:

Methods, techniques, materials, equipment, and tools used in the construction, maintenance, and

repair of telecommunications cables.

Techniques and methods of cable splicing, pairing, and locating.

Traffic and safety laws, ordinances, regulations, and rules involved in truck and heavy equipment

operation.

Occupational hazards and standard safety practices.

Ability to:

Perform a variety of telecommunications cable maintenance, installation, and repair work.

Use and operate a variety of vehicles, heavy and light power driven tools and equipment, and hand

tools required to work in a safe and efficient manner.

Climb poles and work from poles and ladders.

Work independently in the absence of supervision.

Perform a variety of tasks in a variety of weather conditions for extended periods of time.

Read and interpret work orders, circuit diagrams, and other drawings.

Estimate time, material, and labor costs for maintenance and repair projects.

Repair and install air compressors and dryers.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely
provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities

would be:

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Four years of cable splicing experience. Journey level experience in basic

telecommunications installation and repair is desirable.

License or Certificate:

Possession of a valid Commercial Drivers License.

Possession of a current First aid and CPR certification.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed in a field environment; travel from site to site; work underground

or on aerial telecommunications lines, on slippery surfaces; exposure to high voltage power lines,

construction equipment, inclement weather conditions, noise, dust, and gases; subject to callout at

irregular hours; occasional interaction with telecommunications subscribers; frequent interaction

with other telecommunications personnel.

Physical: Primary functions require sufficient physical ability and mobility to perform moderate or

heavy lifting; to stoop, bend, kneel, crouch, reach, and twist; to walk, stand or sit for prolonged

periods of time; to climb and work from poles and ladders and to operate and work from aerial

buckets; and to operate motorized equipment and vehicles.

Vision: See in the normal visual range with or without correction and distinguish colors.

Hearing: Hear in the normal audio range with or without correction.
