Why does the job exist?

The Investment Strategy Team is a core component to the investment management process, constructing the long-term investment framework, long-term investment strategy and assisting with asset-class structure and strategy, into which individual investments are sourced and placed. The position is primarily paid to produce expert investment analysis, strategy development, and portfolio strategy and structure recommendations.

How does it get done?

DUTIES & RESPONSIBILITIES:
Works at the direction and supervision of the Deputy State Investment Officer & Chief Investment Officer (DSIO/CIO);

1. Participates as a member of the Investment Strategy Team:
a. Monitors the global economic environment and provides expert analysis, opinion, commentary and recommendations to the DSIO/CIO;
b. Monitors the global capital markets and provides expert analysis, opinion, commentary, and recommendations to the DSIO/ CIO;
c. Participates in the development and maintenance of information sources and flow.
d. Participates in the development of the Annual Investment Plan;
e. Participates in the broad, day-to-day management of the permanent funds;
f. Participates in the development and maintenance of investment policy and investment procedures for recommendation to the DSIO/CIO;
g. Prepares and proofs materials for the Council Investment Committee, SIC, and others, as assigned.

2. Works closely with one or more of the Asset Class Directors (ACDs) as assigned by the DSIO/CIO:
a. Analyze asset class structures and provide expert analysis, opinion, commentary and recommendations to the DSIO/CIO;
b. Analyze manager/fund allocations within asset class(es) and provide expert analysis opinion, commentary and recommendations to the DSIO/CIO;
c. Confirm compliance of recommended investments within assigned asset class(es) with Investment Policy, the broad macro themes and strategy for the Annual Investment Plan, asset class structure study and other measures as directed by the DSIO/CIO.

3. Leads or participates in one or more of the following areas:
a. Investment Policy;
b. Portfolio Management and Liquidity Management;
c. Investment Risk Monitoring and Management;
d. Performance Measurement and Reporting
e. Private Markets Capital Deployment/Investment Pacing and Planning;
f. Inflows, Contributions and Financial Modeling
g. Capital Markets Intelligence and Monitoring
h. "Peer" and Industry Intelligence

4. Provides investment research and performs investment research projects, as assigned by the DSIO:
a. Researches and prepares presentations and reports on a variety of investment-related topics in support of current investment activity, industry trends, Investment Committee and Council education, and so forth at the direction of the DSIO/CIO.
b. Monitor academic research, journals and other publications for applicable or actionable items and provide analysis, opinion, commentary and recommendations to the DSIO/CIO.

Ideal Candidate

  • -Master's degree in Economics, Finance or related
  • -Broad experience in research and research processes
  • -Experience or familiarity with financial markets and institutional investments
  • -Experience in working with large amounts of data and report generation

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics or Business Management and Administration, Applied Mathematics or Statistics and four (4) years of work experience in institutional investing, pension fund management, trust fund management, or applied mathematics. Master's degree in the above fields or Financial Engineering may substitute for (2) years of the recommended work experience. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, hole-punch, cellphone, copy machine, scanner, keyboard, and telephone usage. Sitting for long periods of time, bending, stooping to file, and occasionally lifting a minimum of 25 pounds.
