Job Description
The Finance Director/Treasurer performs all statutory duties and performs a variety of routine and complex accounting, finance, and administrative work in administering the accounting, financial reporting, and treasury functions of the city. Job Responsibilities
An employee in this position may be called upon to do any or all of the following essential duties:
Supervise the evaluation and development of the City Treasurers' operations, the planning, implementation, and coordination of programs with other departments to ensure the needs of the City for proper accounting of City assets are addressed and satisfied.
Develop new or modified policies and procedures to enhance operational efficiency.
Interpret and communicate City Council and City Manager decisions, policies, and directives to personnel.
Communicate staff needs and suggestion to the City Manager as appropriate.
Review and prepare analyses and reports of activities, costs, operations, and forecast data to determine progress toward stated goals and objectives.
Prepare annual budget.
Monitor expenditures during the year against the capital and expense budgets.
Supervise the distribution of funds.
Evaluate the financial data and prepares the financial reporting for the City.
Supervise the establishment of accounting systems for the City and makes any changes required by federal and state law.
Act as liaison with the auditors and provides them with the assistance to complete the audit.
Responsible for the investment of funds, establishment of banking relationships, initiation of banking accounts, and development of procedures to be used by the banks in the maintenance and disbursement of funds.
Make recommendations on interest rates of new bond issues.
Monitor arbitrage requirements.
Supervises Comptroller and manages the department.
Skills and Abilities
Knowledge -
Methods and practices of Oklahoma municipal accounting, including applicable state laws, federal laws, and Generally Accepted Accounting Principles.
Investment laws and practices and their applications.
Municipal government tax levies, budgeting, assessments, and similar financial procedures.
Skills -
Handle stress effectively without it interfering with performance.
Organize, set priorities, and exercise sound independent judgment and time management within areas of responsibility.
Plan, organize, direct, and coordinate the work of lower-level staff members in the department.
Operate a computer, using word processing, spreadsheet, database software, and other standard office equipment.
Communicate clearly and effectively, both orally and in writing.
Abilities -
Make investments in accordance with adopted policies in order to maximize interest earnings.
Establish and maintain effective professional working relationships with elected officials, city manager, department heads, other employees, employees of other agencies

Experience
Five years of increasingly responsible experience in accounting, finance and supervision is required.
License or Certificate
Possession of a valid driver's license.
Certified Public Accountant preferred.
