About the Position

The Illinois Department of Insurance is seeking to hire an Executive II to serve as a contract manager in the Procurement/Administration section. The incumbent of this position organizes, plans, and executes Invitation for Bids (IFB), Request for Proposals (RFP), small purchases, renewals, emergencies, master contracts and sole sources procurements in accordance with all Illinois Procurement Code, Executive/Administrative Orders, Chief Procurement Officer (CPO) Notices, applicable State Statutes, and policies and guidelines regarding procurements for the Agency through the Bidbuy System; develops, executes, and monitors of contracts; utilizes procurement systems as Bidbuy, Systems Application and Products (SAP), Statewide Accounting Management System (SAMS) and procurement Gateway; works with the Business Enterprise Program (BEP); works with Small Business Set-Aside (SBSA) program and works with vendors, customers, state agency officials, internal and external stakeholders. Job Responsibilities

1. Serves as Contract Manager:

  • organizes, plans, and executes Invitation for Bids (IFB), Request for Proposals (RFP), small purchases, renewals, emergencies, master contracts and sole sources procurements in accordance with all Illinois Procurement Code, Executive/Administrative Orders, Chief Procurement Officer (CPO) Notices, applicable State Statutes, and policies and guidelines regarding procurements for the Agency through the Bidbuy System,
  • determines bidder/offeror is not barred from being awarded a contract based on delinquent payment of any debt to the state or debarred by the Debt Collection Board under 30 ILCS 500 Section 50-11,
  • takes necessary steps to inform supervisor and/or appropriate staff of results,
  • produces a report of the procurement activities indicating name, dollar amount, service type and location to monitor activity using the current procurement system,
  • works at various times outside of normal office hours to meet deadlines.

2. Establishes procedures for monitoring and reporting Invitation for Bids (IFB), Request for Proposals (RFP), sole source, emergency, and small purchase procurements to the Agency
Procurement Officer:

  • develops and implements procedures and mechanisms to prevent patterns of procurement abuses to avoid using other source selection methods in the Code.

3. Serves as backup to the Business Administration/Procurement Administrator on Statewide Accounting Management System (SAMS) and Systems Application and Products (SAP).
4. Serves as backup to the Business Administration/Procurement Administrator on Business Enterprise Program (BEP) and Small Business Set-side (SBSA) program.
5. Coordinates procurement inquiries received from supervisor, staff, and private vendors.
6. Attends meetings on behalf of the Agency Procurement Officer:

  • attends Deputy Director meetings, Chief Procurement Office meetings, BEP and/or SBS meetings,
  • travels to attend meetings.

7. Attends and participates in staff meetings and various other meetings, events, workshops, conferences, etc.:

  • travels to attend meetings.

8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
2. Requires two (2) years of responsible administrative experience in a public or business organization.

Specialized Skills

Of the two (2) years of experience above, requires two (2) years of experience in procurement methods and the development, implementation including, but not limited to, Invitation for Bids (IFB), Request for Proposals (RFP), small purchases, renewals, emergencies, master contracts and sole sources procurements. Requires two (2) years of experience in contract management.

Preferred Qualifications

1. Prefers at least two (2) years of experience in procurement methods and the development, implementation including, but not limited to, Invitation for Bids (IFB), Request for Proposals (RFP), small purchases, renewals, emergencies, master contracts and sole sources procurements.
2. Prefers at least two (2) years of experience with development, execution, and monitoring of contracts including, but not limited to, orders against a master contract.
3. Prefers at least two (2) years of experience analyzing data and preparing complex financial reports.
4. Prefers at least one (1) year of experience with utilizing procurement systems as Bidbuy, Systems Application and Products (SAP), Statewide Accounting Management System (SAMS) and procurement Gateway in public, private or State organizations.
5. Prefers at least one (1) year of experience working with the Business Enterprise Program (BEP).
6. Prefers at least one (1) year of experience working with Small Business Set-Aside (SBSA) program.
7. Prefers at least one (1) year of experience working with the Illinois Procurement Code and Administrative Rules.
8. Prefers at least one (1) year of experience interacting with and communicating clear and tactfully with a wide range of individuals that include vendors, customers, state agency officials, internal and external stakeholders.
9. Prefers basic proficiency in Microsoft Outlook, Excel, and Word.
