DEFINITION
This position is responsible for assisting in identifying, planning, directing, managing, overseeing, and reporting on innovative and practical actions, programs, and policies to reduce energy use and greenhouse gas emissions and increase the use of clean, renewable energy sources and technologies in all City sectors (municipal, residential and commercial). In this work, the position will apply the science of project management principles to ensure that city projects are cost-effective, efficiently executed, and ultimately successful. ESSENTIAL FUNCTIONS

In collaboration with the Climate Action and Project Management Director, identifies and prioritizes energy efficiency and renewable energy initiatives, including improvements to city facilities and community-oriented programs.
Identifies, manages, and reports on funding (grants, etc.) or financing to support clean energy initiatives and works with state agencies or the city"s finance director to secure funds.
Procures contractors for energy efficiency and renewable energy projects and initiatives using project management principles.
Manages contractors working on the City of Northampton"s energy efficiency and renewable energy projects and initiatives.
Communicates with state agencies and regional networks to stay current and informed on state-sponsored and other grant opportunities, public policy, and regulations.
Works with the CAPA Director to set the agenda for and facilitate the meetings of the Energy and Sustainability Commission; communicates with Commissioners and the CAPA Director regarding state/regional developments that affect the City.
Assists the CAPA Director in managing public perception of city-run clean energy projects directly affecting Northampton residents and businesses.
Coordinates completion of the city"s annual Green Communities Report.
Performs similar or related work as required.
MINIMUM QUALIFICATIONS
Minimum Qualifications - Bachelor"s degree in engineering, planning, policy or administration and from two to four years of experience in a complementary field focusing on energy systems, energy"s impact on sustainability and society, energy regulations and policies, grant writing/administration, general administration, and planning, or any equivalent combination of a technical/engineering background with complementary education and experience, required. Master"s Degree preferred.
PHYSICAL REQUIREMENTS
Physical Skills
The work involves physical skills typical of an office environment, including sitting, standing, walking, and stooping. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.
Motor Skills

The work may require motor skills for activities such as moving objects and using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.
Visual Skills

Essential position functions require the ability to climb a ladder, the ability to visually inspect building interiors and exteriors, and the ability to operate a motor vehicle. MISC. INFORMATION
This is a 40 hour per week position.
Benefits are covered by the Northampton Administrative & Professional Employees Association (NAPEA) Collective Bargaining Agreement.
Anticipated Hourly Hiring Range: $26.18-$29.61.
